City
Attorney Light advised Council to wait until after their deliberations on the landmarking
of 1036 Walnut.
Mayor Muckle moved to approve the agenda, seconded by Council member Loo. All
were in favor.
PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA
Alan Sobel, 1408 Kennedy, Louisville, CO requested two consent agenda items be
discussed during the regular business meeting. 1) Posting of the public notices. He felt
the Internet was a more effective way of posting notices. He noted the City Council
minutes are delayed until a few days before the next Council meeting and in its place
the City provides an action summary. He stated information delayed is information
denied. 2) The City's membership in the Eagle Net Alliance. He inquired about such
service for the public and quoted an article written by Attorney Susan Crawford relative
to telecommunications. He requested the Council establish a Citizen Technology Board.
Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO requested the City
Council re-establish the three-minute limit for speakers wishing to address the Council.
He voiced his appreciation of a second opportunity for the public to speak.
APPROVAL OF THE CONSENT AGENDA
Mayor Muckle felt Mr. Sobel's points were well taken, but thought the Council should
vote on the passage of the consent agenda. He explained it involves the cooperative
agreement with Boulder Valley School District to connect with their fiber optic system.
Council member Keany asked City Manager Fleming to provide a short synopsis on the
Eagle Net Alliance membership. City Manager Fleming explained there are three
separate issues related to the City's computer system and access to the Internet: The
Eagle Net contract is the Internet provider to increase the speed of Internet access and
increases the cost of service by $3,000. The Boulder Valley School District license to
connect with their fiber optic network, which will replace the T1 lines and save the City
$36,000 annually. This service agreement will cost approximately $15,000 -$20,000.
The goal is to get faster Internet service and reduce the overall City's cost by $13,000
per year.
Mayor Muckle moved to approve the consent agenda, seconded by Mayor Pro Tem
Dalton. All were in favor.
•
A. Approval of Bills
B. Approval of December 18, 2012 Minutes
C. Award 2013 Landscape Maintenance Services Contract to Schultz
Industries
