Building Code Board of Appeals <br />Meeting Minutes <br />November 15, 2012 <br />Page 2 of 4 <br />Peter Geise and Robert Van Pelt will attend the spring session for Open Government <br />Training, along with the new Board member(s). <br />2013 Building Code Board of Appeals Schedule <br />Gary Mancuso will be absent for the January meeting. The Board asked if the <br />positions for the Regular and Alternate Members have been filled. Director Russ <br />informed the Board of interviews for new member(s) being held the following week. <br />The new member(s) will be at the January meeting. <br />DISCUSSION <br />Projects for 2013 Building Code Board of Appeals <br />I. Mobile Home Ordinance <br /> Director Russ hopes to have the Board looking at the Mobile <br />Home Ordinance in March once the new CBO has had a chance <br />to settle in. <br />II. Review of the City Municipal Ordinance <br /> Staff will be reviewing the City Municipal Ordinance section <br />pertaining to the Building Safety Division and would like to bring <br />any possible changes before the Board for input. Staff is <br />focusing on making sure the City Municipal Ordinance is <br />referencing the correct codes. Peter Geise suggested possibly <br />removing dates and years and replacing with a phrase along the <br />lines of “currently adopted code”. <br />III. 2012 Building Codes <br /> The Board, along with staff, will be reviewing the 2012 building <br />codes. This will include a review of jurisdictions that have <br />adopted the 2012 codes to see what has and hasn’t worked. <br />The possible adoption of the Green/Energy codes will be tied to <br />the community input through the Comprehensive Plan. <br />Other Discussion Items <br />I. Permitting Software <br /> New permitting software for the Building Safety Division is at <br />least 6 months out. The process for the Request for Proposal <br />(RFP) had been placed on hold until after the consultants have <br />completed their assessment of the IT Department. The new <br />software will have changes to help the Division work more <br />efficiently with the Sales Tax Department. The change to include <br />flat work being done on-site will also have to be added in the <br />new software system. Matt Berry asked if this will be added to <br />the permits and staff replied it is something they are working on. <br />II. Valuation For Work Being Done <br /> The valuation for work being done is to include anything that <br />cannot be removed without causing damage to the structure per <br />the Sales Tax Municipal Ordinance. The valuation does not <br />have to include appliances. Use tax is charged on fifty percent <br />(50%) of the valuation, figuring half the valuation is materials and <br />half is labor. Gary Mancuso brought up an example of $30,000 <br />
