Louisville City Council Meeting <br />October 21, 2003 <br />Page 3 of 6 <br /> <br />Deputy City Manager Julie Boyd reported when the City joined the Northern Colorado <br />Water Conservancy District (NCWCD) to expand and diversify the water supply, one <br />mill levy was assessed to Louisville property owners. Resolution No. 46, Series 1996, <br />authorized a rebate from the Water Enterprise Fund of the total dollar amount paid. The <br />rebate was paid to residential customers by a credit on the November and December <br />water bills. The Council determined there is a need to increase further water supplies and <br />entered into an agreement to participate in Windy Gap Firming Project, budgeted to cost <br />$5 Million dollars over the next 15 years. The City is also in the process of purchasing <br />and leasing additional water rights to supplement the existing water supply. In order to <br />fund these expenses from the Water and Wastewater Enterprise Fund, this resolution <br />would rescind the Resolution No. 46, Series 1996, which authorized the rebate. The <br />money spent for the rebate, currently about $385,000 annually, will be used to fund the <br />increased water supply. <br /> <br />COUNCIL COMMENTS <br /> <br />Van Pelt asked for a brief explanation of what the Windy Gap Firming Project represents. <br />Public Works Director Tom Phare explained the Windy Gap Firming Project is a <br />Northern Colorado Water Conservancy District project which firms up the Windy Gap <br />water supply. The storage at Windy Gap in only done within the CBT system and many <br />times the CBT water will totally occupy the storage, leaving no space for Windy Gap <br />water. Therefore, a storage facility is needed for Windy Gap water. He explained this is <br />a way to store the water for Windy Gap participants during dry seasons. <br /> <br />Van Pelt asked for an estimate of the increase of the storage capacity. Phare estimated it <br />would double the storage capacity. <br /> <br />Sisk explained the resolution resending the rebate allows the City to buy more water <br />rights without raising the water rates. <br /> <br />Davidson stated in light of the multi-year drought it is prudent to purchase and store <br />water. He noted Louisville has one of the lowest water rates in the area. <br /> <br />MOTION: Sisk moved that Council approve Resolution No. 36, Series 2003, seconded <br />by Van Pelt. Roll call vote was taken. The motion passed by a vote of 5-0.
