Posted in City Hall, Public Library, <br />Recreation Center and the Courts and Police Building and mailed to surrounding <br />property owners on July 20, 2012. <br />Conflict of Interest: <br />None heard. <br />Staff Report of Facts and Issues: <br />Robinson reviewed the request with the following discussion points: <br />A request to allow Gravity Brewing to wholesale and distribute beer in a <br /> <br /> <br />Commercial Community (CC) zone district requiring a special review use <br />permit. <br />st <br />The 1 request to be reviewed under Ordinance No. 1615, Series 2012 which <br /> <br /> <br />went into effect July 19, 2012. <br />Gravity Brewing leases the rear portion of the American Legion building at <br /> <br /> <br />1150 Pine Street which is part of the Pine Street Plaza development and <br />borders a residential neighborhood to the south. <br />The application is for use only. <br /> <br /> <br />Most of the beer produced will be sold retail at the site, but the applicant would <br /> <br /> <br />like to sell some beer wholesale. <br />Limited wholesale sales are allowed as a special review use in the CC zone <br /> <br /> <br />district. <br />Staff identified concerns regarding the use of trucks for delivery purposes during the <br />review process. The concerns were discussed with the applicant and have been <br />addressed with the addition of notes on the plan sets. The concerns include: <br />1) Limited to three trucks, each less than 20 feet and 26,000 pounds. <br />2) Loading and unloading between 7 am and 7 pm only. <br />3) Each truck loaded and unloaded no more than once per day. <br />4) Items limited to five gallon kegs, standard kegs, cases of cans or bottles. <br />Staff recommends approval of Resolution No. 16, Series 2012 with the following <br />condition: <br />1) The applicant shall include a note on the plan sheet stating: “The volume of <br />beer (in gallons) sold wholesale each month shall always be less than the <br />volume of beer sold at retail in that month.” <br />Commission Questions of Staff: <br /> <br /> <br />
