Planning Commission <br />Meeting Minutes <br />August 9, 2012 <br />Page 3 of 6 <br /> <br />Moline, Brauneis, and Tengler discussed the condition to the resolution and why it <br />was necessary. They discussed with staff the differences between sales in dollars <br />and sales by volume. <br />Robinson discussed volume control, traffic control. He reviewed Ordinance No. 1615, <br />Series 2012. <br />Lipton inquired about the residential neighborhood to the south and if they had <br />provided any comments. <br />Robinson stated they were notified of the meeting and staff has not received any <br />comments. <br />Pritchard asked about parking requirements and signage and what would be <br />permitted. <br />Robinson stated the parking is part of the Pine Street Plaza PUD and the signage is <br />covered by the Commercial Development Design Standards and Guidelines <br />(CDDSG). <br />Applicant Presentation: <br />John Frazee, 239 S. Cleveland, provided an overview of his Business Model. He <br />discussed the difference for his business between volume and dollar sales of <br />proposed retail vs. wholesale sales. He stated the wholesaling component is <br />approximately one (1) keg per day. His preference is for the dollar sales of the <br />wholesale business to be less than retail, rather than volume. <br />Commission Questions of Applicant: <br />Tengler asked if Frazee would be serving food. <br />Frazee stated he would not; however, the Legion has a kitchen for food service. <br />Tengler asked what the seating capacity will be. <br />Frazee stated it is 88 maximum. <br />Lipton inquired about the planned hours of operation. <br />Frazee stated weekends is planned for 2 pm – 10 PM and week nights are planned <br />for 2 pm – 9 pm. <br />Commission Questions of Staff: <br />Russell reminded the Commission that they were reviewing a special review use as <br />established in Ordinance 1615. <br />Moline stated his understanding of how to calculate the sale of beer as either retail or <br />wholesale. <br />Brauneis and Robinson discussed Ordinance 1615. <br />Russell asked if staff had an issue with changing the condition to dollar sales. <br />Russ discussed the issue of how to check sales records. Staff would prefer to be able <br />to assess the sales through sales tax reporting instead of having to monitor the <br />applicant’s financial records. <br /> <br /> <br />
