Louisville City Council Meeting <br />November 20, 2001 <br />Page 7 <br /> <br />noted that this year the transfers from the General Fund to the Capital Fund were reduced <br />over the past years. <br /> <br />Mayer addressed senior services and stated that Councilman Sisk has done an outstanding <br />job as Council liaison to the Senior Board. He stressed that no single department reports <br />directly to the City Council and that all City departments go through normal channels to <br /> <br />the City Manager. He stated that he would not be in favor of setting up any department <br />that is required to report directly to the City Council. The purpose of the Council liaison <br />to the Senior Board is to discuss issues. He stated that he was the liaison to the Resource <br />Conservation Board, and many other Council members are liaisons to other citizen <br />boards. He stated that he did not want the citizens to be misled, and that the Council <br />always has open proceedings. <br /> <br />Davidson asked Ray if any of the bonds retired early, and were there any paid off by the <br />General Fund. Ray replied no. She explained that the bonds were paid out of Water <br />Fund and some from Sewer Funds. <br /> <br />Davidson noted that the first meeting on the budget was June 26. He asked if that budget <br />session was published. Simmons stated that it was published and posted on the City's <br />Web Page. <br /> <br />Davidson referred to the Autumn 2001 City Newsletter, which discussed the budget <br />process and noted a copy of the Newsletter is sent to each household in Louisville. He <br />responded to Mr. Olson's comments on how the budget figures were compiled. He stated <br />that for the last 12 years the City has received awards from the CGFOA for its annual <br />budgets. Davidson addressed the senior programs and agreed with Mr. Olson that the <br />City has the best senior program in the County. <br /> <br />Davidson asked Ray the amount received from the Northern Colorado Conservation <br />District for water rebates on Louisville utility bills. Ray stated that it would be <br />approximately $37.00 and in the 2002 budget, each water utility bill will get a $55.00 <br />rebate. <br /> <br />Davidson asked Ray if this budget is the largest budget in the City' s history. Ray <br />confirmed Mayor Davidson's statement. <br /> <br />Davidson asked Ray if the City employees would receive raises. Ray confirmed that <br />raises for the City employees have been budgeted. <br /> <br />Davidson asked about the staffing level for the City Manager's office and stated that one <br />of Council's goals was to add a half-time position. He asked if that position is reflected <br />in the 2002 budget. Simmons stated that the position is not yet in the 2002 budget. <br /> <br />7 <br /> <br /> <br />
