Louisville City Council Meeting <br />November 20, 2001 <br />Page 8 <br /> <br />Howard stated that he had been on Council for 12 years, that the budget process has <br />greatly improved, and that the City is very well run. He noted that the transfers can be <br />tracked from budget to budget. He stated that the Council elected to buy down debt with <br />development revenues to guarantee any sales tax shortfalls that may occur in the future. <br />He stressed that Staff, Council and the citizens have done a very good job. <br /> <br />Mayer asked Ray for the percentage of the 2002 budget allocated for salaries. Ray stated <br />that 70% of the budget is for employees salaries. <br /> <br />Mayer stated that it is important to keep salaries competitive to keep the city employees. <br />Mayer stated that the City Council approved a 3% increase for City employees. He <br />explained that it is Council's desire to approve responsible increases and noted that <br />everyone doesn't get exactly what they want, but that there is a reasonable balance. He <br />noted that even with the shortfall in sales taxes, services have not been cut. <br /> <br />Davidson asked if anyone in the audience wished to further comment about the proposed <br />2002 budget. There were no additional comments. <br /> <br />Davidson stated that the final budget presentation would be made on December 4, 2001. <br /> <br />ORDINANCE NO. 1361, SERIES 2001 AN ORDINANCE AMENDING TITLE 17 <br />OF THE LOUISVILLE MUNICIPAL CODE, ENTITLED "ZONING", BY <br />REZONING AS AGRICULTURAL (A) APPROXIMATELY FOUR ACRES OF <br />LAND AT THE NORTHEAST CORNER OF THE INTERSECTION OF DILLON <br />ROAD AND SOUTH 104TM STREET - 2nd reading - public hearing (advertised <br />Daily Camera 5/12/01) - continued from 10/16/01 <br /> <br />Davidson called for City Attorney introduction. <br /> <br />City Attorney Sam Light read Ordinance No. 1361, Series 2001. <br /> <br />Davidson called for Staff presentation. <br /> <br />Ken Johnstone, Principal Planner reviewed that Ordinance No. 1361, Series 2001 <br />proposes to rezone a four-acre parcel from City of Louisville Commercial Business (CB) <br />to City of Louisville Agriculture (A). He noted that the rezoning was initiated by the City <br />and is being considered as a means to bring the property into compliance with the terms <br />of the Southeast Boulder County, Dillon Road, S. 96th Street, and US 286 Comprehensive <br />Development Plan Intergovernmental Agreement (IGA). In addition, the IGA requires <br />that the City negotiate, in good faith, to secure conservation easements throughout the <br />property. <br /> <br />Johnstone explained that the first reading of the ordinance was May 1, 2001, and that <br />second reading/public hearing has been continued awaiting a Planning Commission <br /> <br />8 <br /> <br /> <br />
