City Council <br /> Meeting Minutes <br /> January 22, 2013 <br /> Page 12 of 15 <br /> Council member Jasiak asked what would happen if 1125 Pine Street became <br /> available. Her concern centered on the east and west property owners. Planning <br /> Director Russ stated the City would have to make a decision on purchasing the property <br /> or letting the road go away. <br /> Council member Loo asked if COOT wants Spruce Street closed. Planning Director <br /> Russ stated COOT wants to close Spruce Street when they work on Pine Street. <br /> Council member Loo noted without Lee Avenue, there would not be an emergency <br /> access. She asked what emergency access could be provided. Planning Director Russ <br /> stated there could be through-medians built exclusive for emergency vehicles. <br /> Mayor Muckle felt there might be Council support for a triggering mechanism for the Lee <br /> Avenue connection. Council member Loo felt if triggering events are considered, it <br /> should be the Spruce Street closure tied to Lee Avenue for the emergency access. <br /> Planning Director Russ explained Highway 42 is proposed for 3-lanes and will reach a <br /> level of service saturation point in 20 years. He suggested a triggering event be when <br /> the 3-lane roadway level of service reaches the saturation point. <br /> Mayor Pro Tem Dalton felt the triggering mechanism should be when the properties are <br /> redeveloped, assembled, or when they become available. Mayor Muckle concurred. <br /> Mayor Muckle requested a show of hands of Council members who favored a triggering <br /> event based on the redevelopment of the properties. There was consensus. <br /> Council member Loo asked if Council was interested in two triggering events, whichever <br /> comes first. Council members Yarnell and Jasiak expressed their support. <br /> Council member Jasiak suggested the traffic volume be one and assemblage of the <br /> properties be the other. She requested the availability of 1125 Pine Street also be a <br /> triggering method, and reiterated her concern for the rights of east and west property <br /> owners. Mayor Muckle concurred. He stated he is also sensitive to Mr. Tofte's <br /> concerns. <br /> Mayor Pro Tern Dalton did not support the traffic volume as a triggering event. He <br /> favored the closure of Spruce Street and the alley or the redevelopment of the <br /> properties. Council member Jasiak favored the triggering event be the property owners <br /> on Pine Street. <br /> Council member Yarnell inquired if the triggering event could be the parcels on Pine <br /> Street. Planning Director Russ stated the City's concern would be not knowing when <br /> and how those properties would come forward. He explained the City must look at the <br /> applications as they come forward. <br /> City Attorney Light concurred and stated the City must look at the applications <br /> submitted.
