He recommended Council authorize staff to proceed <br /> with the 30% design and suggested the following language: The intent of the plan is for <br /> the Lee Avenue extension to be made at the time of redevelopment of the parcel over <br /> which the extension is planned or at the time of the closure of Spruce Street and the <br /> alley connection to Highway 42. If it was volume based, he recommended a level of <br /> service. <br /> Mayor Pro Tern Dalton suggested it be triggered by the property. Mayor Muckle <br /> concurred. <br /> Mayor Muckle proposed the Council accept the plan as presented with the exception of <br /> the Lee Avenue extension, which would trigger when the property needed for the <br /> extension redevelops. There was Council consensus. <br /> DISCUSSION/DIRECTION/ACTION —A MEMORANDUM OF UNDERSTANDING <br /> BETWEEN THE REGIONAL TRANSPORTATION DISTRICT AND STAKEHOLDERS <br /> REGARDING THE NORTHWEST AREA MOBILITY STUDY <br /> Mayor Muckle reviewed the Memorandum of Understanding (MOU) between the <br /> Regional Transportation District and Stakeholders regarding the northwest area mobility <br /> study. The RTD Board committed the remaining financial/debt capacity of the <br /> FasTracks program to the 1-225 light rail line. Without additional revenues, RTD does <br /> not have financial capacity to complete the remaining components of the FasTracks <br /> program, most notably the Northwest and North Metro Commuter Rail lines far into the <br /> future. <br /> The Northwest Corridor Stakeholders, including the U.S. 36 Mayors and Commissioners <br /> Coalition (MCC), have been exploring alternative approaches to the Northwest <br /> Commuter Rail project and have been asking for information, analysis and further <br /> discussion on how to keep the project moving. RTD will fund a $2 million planning study <br /> in 2013 to help determine the path forward. The Northwest Area Mobility Study (NAMS) <br /> proposes to develop consensus amongst RTD, the Colorado Department of <br /> Transportation and Northwest Corridor Stakeholders on cost effective mobility <br /> improvements to serve the northwest area. <br /> The (MOU) defines commitments and understandings regarding preparation and <br /> implementation of the NAMS. It is not legally binding, but is meant to establish the <br /> groundwork for effective and efficient collaboration on this study. The first task in the <br /> NAMS is to establish a "Stakeholder Involvement Plan." This will be accomplished <br /> through a Policy Committee and Louisville will have a seat on that committee. <br /> Mayor Pro Tem Dalton expressed his support for former Mayor Sisk to fill the current <br /> RTD Board position vacated by john Tayer. He noted Chuck Sisk will serve the City <br /> and RTD District well. Mayor Muckle concurred. <br />
