City Council <br /> Meeting Minutes <br /> January 22, 2013 <br /> Page 6 of 15 <br /> Barbara Hesson, 411 County Road, Louisville, CO explained Front Street is impacted <br /> with traffic noise and carbon monoxide. She felt the Highway 42 Plan would impact Lee <br /> Avenue the same way. She urged Council to deny this proposal. <br /> Bob Tofte, 1417 Courtesy Road, Louisville, CO explained the proposed plan would <br /> remove parking, prohibit access to driveways and eliminate street parking in front of <br /> homes. He felt rear entry to homes was not appropriate. A local realtor estimated his <br /> home's value would decrease by 10% if the front access to his home was eliminated. <br /> A.J. Gemer, 1200 Spruce Street, Louisville, CO expressed his concern for the Lee <br /> Avenue extension and voiced his belief it would impact the area with traffic and noise. <br /> Steve Poppitz, 1036 Walnut Street, Louisville, CO was in favor of the Highway 42 <br /> Revitalization project, but voiced concern over the impact to the Gemer and Peterson <br /> properties. He suggested mitigating the impacts by erecting a wall to protect the homes <br /> from car collisions and installing a sound wall at Miner's Field. He suggested realigning <br /> the roadway on the east side of Highway 42 near the old recycling center. He <br /> requested Lee Avenue not be extended as 21 properties would be impacted. He stated <br /> additional traffic is not needed on Lee Avenue. He did not support the proposed fencing. <br /> John Damico, 2727 Madison Drive, Longmont, CO stated he is the owner of the 4-plex <br /> apartment building on Spruce Street. He supported the Highway 42 Plan for the safety <br /> measures this proposal brings. He supported the closure of Spruce Street only if Lee <br /> Avenue is extended in both directions. He requested Council allocate funds for <br /> landscaping improvements to the Spruce Street closure area. <br /> Jean Morgan, 1131 Spruce Street, Louisville, CO a 42 year resident of the area voiced <br /> her support for a three-lane highway. She stated the Miner's neighborhood is a quiet, <br /> historic district, containing 21 homes and a 4-plex. She felt the underpass will provide <br /> access to downtown for bicyclists and pedestrians. She requested an emergency <br /> vehicle assess and a traffic study on Highway 42. She asked Council not to impact the <br /> neighborhood and read comments from her neighbors who oppose the plan.
