He felt it would revitalize the area and bring the value back to the neighborhood <br /> homes. He and his wife fully supported the plan. <br /> John Leary, 1116 LaFarge Avenue, Louisville, CO attended multiple meetings on the <br /> Highway 42 Revitalization and felt the homeowners were promised their property would <br /> not be impacted. He addressed the overpass and noted there are other routes to the <br /> Recreation Center and downtown. He urged Council to respect the wishes of the <br /> neighborhood. <br /> COUNCIL COMMENTS <br /> Council member Loo requested Ms. Morgan forward all the written comments from the <br /> Miner's Field neighborhood to the City Council. <br /> Mayor Muckle inquired whether there was a way to preserve the driveway access. <br /> Planning Director Russ explained managing driveways, alleys and streets is difficult. <br /> There are a number of commercial driveways and a number of driveways, alleys and <br /> streets, which have been identified as safety risks. The 3-lane option will make the <br /> roadway safer by narrowing the width of the onsite parking on Harper and Griffith. If the <br /> property in question were to expand, access would be required from the alley. He <br /> stated a road is not designed for a driveway, it is designed for safety and noted those <br /> homes already have alley access. <br /> Council member Jasiak requested clarification on the driveways in old town. Planning <br /> Director Russ explained in the current Old Town Overlay, only corner lots are allowed <br /> driveways on secondary streets. Houses having alley access are required to eliminate <br /> their driveways with redevelopment. Little Italy is in the Old Town Overlay. He asked <br /> Council to err on the side of safety. <br /> Mayor Muckle inquired about the modeling of the streets. Planning Director Russ <br /> explained a micro simulation of the corridor was completed from Paschal to Locke <br /> Streets to project a 20-year forecast. Another simulation will be done when the <br /> redevelopment district comes forward. The DELO project will determine the number of <br /> trips generated against the Highway 42 corridor. <br />
