Planning Commission <br />Meeting Minutes <br />November 8, 2012 <br />Page 4 of 12 <br />Moline asked if the land use is consistent with the Comprehensive Plan. <br />Russ stated it is. <br />Brauneis inquired about the entrance re-alignment. <br />Russ stated the alignment will now fall in with the established street, Hawthorn which <br />will allow for a full turning movement. <br />Applicant Presentationand Commission Questions of the Applicant <br />Bryan Keys, Bryan Keys and Associates, representing the church discussed the two <br />components of the project: parking lot improvements and the picnic pavilion. He <br />provided a brief history of the church and how the building is used for Sunday <br />services. The building is also used a Stake Center for other area LDS groups. The <br />building serves as a central gather place and church conference center. A few times <br />a year they hold events where they will have 1,000 people attending. In the past they <br />have used the Gaiamsite as overflow parking, which has created concern for the <br />elder and young families. They are looking for safer access to the building. The plan <br />will have improved landscaping that will cover 11% of the lot. He continued with a <br />review of the landscape and the unimproved ball field site. The drainage problem <br />onto Hawthorn has been identified and the new plan will improve the drainage <br />control. They have worked with the Public Works Department to add the necessary <br />control system, which is more restricted then the original plan. He stated the <br />conditionas presented by staff is acceptable tothe applicant. <br />Russ requested the three emails presented this evening be entered into the public <br />record. Russell moved and Brauneis seconded the motion. Motion passed by voice <br />vote. <br />Keys introduced Quinn Remund, Stake Presidency. <br />Remund explained the conferences that are held during the year, as well as the <br />cultural events that will draw 500-600 people on a Sunday evening. <br />Russell asked how many times in a year do they require overflow parking. <br />Remundstated about 4-5 times per year. <br />Russell asked where theypark now. <br />Remund stated they park on the street or in the Gaiam lot, which it not ideal for <br />access reasons. <br />Tengler asked if the picnic pavilion would be available for public use since there are <br />no parks in the area. <br />Keys stated the pavilion is not for public use. <br />Tengler asked what kind of events would be held in the pavilion. <br />Remund stated they would be social events and Boy Scoutevents for members of <br />the church. It will not be for rent. <br />Russell asked if the church had considered a formal parking agreement with Gaiam. <br />Remund stated no. <br />
