Planning Commission <br />Meeting Minutes <br />November 8, 2012 <br />Page 5 of 12 <br />Public Comment <br />Richard Sweetman, 1722 Madison Ctasked if the current entrance to the site would <br />be closed. <br />Russ stated it would be closed. <br />Sweetman continued with a discussion of his traffic concerns related to the new <br />access point and how it will affect the neighbors. He stated he does not support the <br />new access point and sees it as a convenience for the church on a weekly basis and <br />a real inconvenience for the neighborhood. <br />Mark Bailey, 600 W. Hawthorn, discussed the current problems with the drainage and <br />how it affects the neighborhood. He stated a concern with the realignment of the <br />access pointto Hawthorn Street. He asked ifthe water flow would be directed into a <br />storm sewer instead of the street. <br />Walter Davis, 1853 Fillmore Ctinquired about how many people use the west <br />entrance and the effect it has on the South Boulder Road traffic. He stated his <br />support for a traffic signal at the South Boulder Road site. He also asked if there <br />would be access across the north end of the lot once the chain link fence is removed. <br />Remund stated the access will not be denied. <br />Lipton stated the traffic signal would be addressedby the City whenthe light is <br />warranted. <br />Joseph Giliberti, 627 W. Hawthorn St. stated he appreciates the work that has been <br />put into the project. However, he continues to have concerns regarding the runoff, <br />especially now with the addition of more hard surface parking. He also encouraged <br />the City to work with the applicant to establish a small park for children in the area. <br />David Thompson, 738 W. Birch Ct. stated his property abuts the site on the north. He <br />expressed concerns with the new drainage plan and if by re-routing more to the north <br />that will put extra work on the neighbor’sdrainage. <br />Michael Menaker, 1827 W. Chokecherry Dr. stated he sees no reason the <br />Commission to deny the request. The church is correcting the drainage problems and <br />adding significant landscaping which will be a nice addition to the neighborhood. <br />Scott Soelberg, 748 W. Birch Ct. stated he is not convinced the drainage information <br />is correct and requested further review. <br />Lipton advised thosewith concerns for the drainage to contact the church and the <br />City Manager’s Office if they continue to have problemswith the drainage after the <br />improvements are completed. <br />Bryan Camphouse, Principal, Anderson 7 Hasting Engineers discussed the <br />improvements planned for the SE pond and the parking lot detention pond. He <br />discussed how each would serve the different areas of the site. <br />Russell asked if the release rate would be slower. <br />Camphouse stated the release rate would be slower at all three sites. <br />Moline inquired about the NE corner revocable license agreement. <br />
