Pedersen voiced his confusion over the process and concern that the appraisal may not be acceptable to the City. Davidson stated that Staff and the Applicant can develop a process. He agreed with City Attorney Light that the conditions accurately reflect Council's intentions. Sisk stated that it was not the City's request to pay for multiple appraisals. He voiced his request for an accurate appraisal. VOTE: Roll call vote was taken. The motion passed by a vote of 6-0. Howard absent. CITY ATTORNEY REPORT None. CITY MANAGER'S REPORT City Manager Bill Simmons asked Public Works Director Tom Phare to review a recent traffic study on the Highway 42 Connection. Phare stated that study establishes a criteria that will be applied to cost list information for the reconnection of County Road. Staff will report once the cost and criteria are available. Mayer stated that he would like to see the study address the issue if the reconnection will make a difference in bringing people to the downtown area. Phare would ask the consultant to address the issue. Brown agreed with Councilman Mayer. Simmons reviewed the IGA approved on the Consent Agenda. He explained that the County has been established as the Successor Entity to the Boulder County Recycling and Composting Authority. He asked Council for direction on whether it should be an elected official, staff member, or citizen. Davidson suggested that the Resource Conservation Advisory Board should be asked to designate one of their members. Simmons noted that the work session scheduled for Tuesday, December 11, 2001, will be a discussion of implementation of home rule. He announced that the City Attorney would be in attendance. 19
