Louisville City Council Meeting <br />December 4, 2001 <br />Page 2 <br /> <br />Award Professional Services Contract to Carter Burgess for the <br />Louisville South Neighborhood Circulation Study <br /> <br />Councilman Keany arrived at 7:05 p.m. <br /> <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br /> <br />David Waldman, 255 Continental View Drive, Louisville, CO, Citizens For General <br />Aviation, a non-profit organization formed to protect Jeffco Airport from scheduled <br />airlines, and to support Jeffco as a general aviation reliever airport. He explained that the <br />airport was created in 1965 for off-load traffic from Stapleton and voiced his belief that <br />the function of the airport should be maintained. He noted that Jeffco is the 4th busiest <br />airport in Colorado, using two primary runways at a 55% capacity for takeoff and <br />landing. He stated that Jeffco's departures and arrivals are over residential areas, <br />including a corridor over much of Louisville. He explained that the airport's major users <br />are general aviation corporate jets, small recreational, training, and some charter aircraft; <br />however, Jeffco has a Master Plan to expand the runways within the next five years. He <br />stated that the tragic events of September 11, and aviations' financial condition, might <br />prompt Jeffco to schedule airlines to generate revenue. He suggested that the surrounding <br />communities of Westminster, Louisville, Superior and Broomfield enter into an <br />Intergovernmental Agreement with Jefferson County, that prior to any upgrade of the <br />Jeffco Airport, a referendum would be placed on the ballot. He voiced his belief that <br />such an action is critical for the future and the quality of life for the surrounding <br />communities. He urged Council to seek such a resolution. <br /> <br />Garrett Mundelein, 555 County Road, Louisville, CO, addressed the issue of the new <br />Police Station, and stated that the City should set an example by constructing a facility <br />that is environmentally friendly. He recommended that the City use a qualified green <br />build advisor to assist the architect to select the proper material choices. Such a service <br />would allow the architect to optimize the energy efficiency, reduce the negative impact to <br />the environment and reduce the cost of materials. He stated that these materials are <br />versatile in design capabilities and would reduce heating expenditures by 40%. <br />Mundelein recommended that the City adopt a green build incentive program similar to <br />the City of Boulder, which requires that new construction meet a certain green point ratio. <br />This translates to a reduced environment impact in order to receive a certificate of <br />occupancy. <br /> <br />Mundelein also recommended that the City grant, as an additional benefit to the City <br />employees, annual family membership to the Recreation Center for all full-time <br />employees. He voiced his belief that it would create a better sense of community, self, <br />and promote a sense of loyalty. He stated that he would support such a wellness <br />program. <br /> <br />Leslie Gibson, 1927 - A 23rd Street, Boulder, CO, a Housing Specialist for the City of <br />Longrnont, addressed a program entitled the Down Payment Assistance Program.
