It further identifies <br />municipal "Influence Areas" which determines the parcels that <br />each municipality may annex (set to expire in 2016). <br />SOUTHEAST BOULDER COUNTY, SOUTH 96r" STREET, <br />D/LLON ROAD, AND US 287 AREA COMPREHENSIVE <br />DEVELOPMENT PLAN /GA (1999). For the preservation of rural <br />character, and "to preclude increased development and urban <br />sprawl which would obliterate the boundaries of Broomfield, <br />Lafayette, and Louisville," these municipalities and Boulder <br />County signed an IGA in 1999. The Plan designates land use <br />provisions to each parcel in the Plan Area (southeast Louisville), <br />and encourages all lands within the Rural Preservation Area to <br />remain in the unincorporated areas of Boulder County, with the <br />intention that none of the lands will urbanize within the life of the <br />plan (set to expire in 2029). <br />SOUTH SUBAREA PLAN (2003). The South Subarea Plan was <br />City initiated, and originally adopted by Council in February of <br />1994. The planning area is defined as being those parcels north <br />of US 36 and south of Coal Creek, including Monarch Campus, <br />Avista Hospital, and StorageTek. The structure of the document <br />is organized in goals, polices and more specific action items, <br />and does not include a Land Use Map. Centered on the <br />intersection of South 96"' Street and Dillon Road, the Land Use <br />element lists specific land use actions by quadrant. <br />The South Subarea Plan was amended in 1998 and again in <br />2003 to incorporate the South 96`h Street and Highway 42 <br />connection and proposed redevelopment of the Southwest <br />Quadrant of 96`h Street and Dillon Road. The 2005 <br />Comprehensive Plan takes precedence over the South Subarea <br />Plan. <br />HIGHWAY 42 REVITALIZATION AREA COMPREHENSIVE <br />PLAN (2003). This area is bordered by Highway 42 on the east, <br />South Boulder Road on the north, the BNSF railroad on the west <br />and Pine Street to the south. The Plan capitalizes on the potential <br />presence of regional transportation facilities to capture high <br />quality mixed-use development, strengthen and enhance <br />adjacent residential neighborhoods and downtown, and address <br />required access and parking. Development of zoning, design <br />guidelines, and environmental assessments to implement the <br />plan are ongoing. <br />January 25th, Study Session Draft <br />
