CHAPTER 1 - INTRODUCTION ~ 1.11 <br />Policies. Additional review of the Comprehensive Plan may occur <br />more often as necessary. The first review of the Comprehensive <br />Plan after adoption of the 2005 Plan should be completed on or <br />before December 1, 2007. Subsequent reviews shall be <br />completed on or before December 1, in every odd numbered year <br />thereafter. In order to keep the Framework Map current, it can be <br />amended by adopted final development plans through the <br />development review and public hearing process. <br />Amendments <br />Amendments which are completed according to this section shall <br />become a part of the Comprehensive Plan and shall have the <br />same force and effect as the original document. <br />An application for an amendment to the Comprehensive Plan <br />may be initiated by any of the following individuals or groups: <br />1. City Council <br />2. Planning Commission <br />3. City Staff <br />4. A property owner <br />5. A citizen of the City. <br />An application for a proposed amendment must be filed with the <br />director of the Planning Department not less than three months <br />prior to the date set by the Planning Commission to review <br />proposed amendments. The application shall be submitted on a <br />form furnished by the City. <br />The Planning Commission shall hold a public hearing concerning <br />all proposed amendments. Notice of the public hearing shall be <br />published in a newspaper of general circulation at least ten days <br />prior to the date set for the hearing. No amendment shall be <br />recommended for approval by the Planning Commission to the <br />City Council unless two-thirds of the full membership of the <br />Planning Commission approves the amendment. <br />After the Planning Commission has held a public hearing <br />conceming the amendment to the Comprehensive Plan, the <br />amendment shall be considered in a public hearing by the City <br />Council. Notice of the public hearing shall be published in a <br />newspaper of general circulation at least ten days prior to the <br />date set for the hearing. No amendment shall be approved and <br />made a part of the Comprehensive Plan unless it is passed by the <br />affirmative vote of not less than two-thirds of the entire <br />membership of the City Council. <br />January 25th, Study Session Uratt <br />
