Council member Van Pelt asked Mr. Markel to elaborate on his comment relative to a smaller commercial density. Mr. Markel stated he referred to a smaller commercial designation on the Schempp property. Council member Van Pelt asked if Mr. Markel proposes a mixed use on the property. Mr. Markel confirmed he did. Council member Van Pelt asked Planning Director Wood if he could address entitlements. Planning Director Wood stated the entitlements in Area #1 are accounted for, as those properties are annexed to the City and were identified by Mr. Markel as the Anderson and Schempp property and the Pow Wow grounds. He identified the properties ovuned by Mr. Hand, which includes two enclaves with a low density zoning. Council member Brown asked Mr. Markel to elaborate on the density he proposes. Mr. Markel stated his proposal is for a mixed use including retail, patio homes for empty nesters, starter homes for young families, and condominiums. COUNCIL COMMENT Council member Brown stressed the small town atmosphere of Louisville is cherished by everyone. He voiced his concern over the economic health of the City. He addressed the capital projects and the City's infrastructure. He agreed that development should include developing interesting places. He stressed the importance of building quality developments. Council member Marsella thainked the Mayor and Council for continuing the public hearing. She agreed development must be an interesting place to live and shop in. She stressed the importance of the Comp Plan being flexible. Council member Keany stated the 1988 Comp Plan projected a population of 25,000. He reviewed the many attributes of Louisville, which can be contributed to housing and retail developrent. He stressed the proposed increase in population over a 20-year period is reasonable. He felt the population projection of 25,000 referenced by a public speaker was unreasonable. He stated it was not practical to prohibit growtF~ in the City. Council member Van Pelt agreed that everyone values Louisville for its small town atmosphere. She also agreed that the City cannot close the door on development. She stressed tlhe importance of a right mix of retail and residential development.
