She went on to say the State Library is <br />surprised that Superior hasn't started to develop a library plan as they are the <br />largest municipality without a library. <br /> <br />Councilor Muckle said that it was not reasonable to expect Superior to help with <br />capital expenses. Councilor Marsella clarified that the $105,000 covered <br />operational not capital expenses. <br /> <br />Mayor Andrew Muckle of Superior stated that he was surprised that this <br />discussion was brought to Study Session based on the last task force meeting. <br />Councilor Marsella said that it was brought before Council for discussion <br />because the proposal from Superior seemed to be a step back and that the task <br />force felt that they needed to discuss their position with Council before <br />proceeding. <br /> <br />Mayor Andrew Muckle said that he was surprised by the discussion because he <br />felt that there had been progress at the last taskforce meeting and that they were <br />going to meet again for further discussion. He stated that Superior was still <br />waiting for data to be provided because they do not feel that circulation data is <br />the best formula. He went on to say that if Louisville was looking for an increase <br />of $280,000 that would not be acceptable to the Superior Council. He also stated <br />that building a library was not something Superior would do. <br /> <br />Mayor Sisk stated that Louisville does not want to be taxing the residents of <br />Superior. He stated that he felt the task force had done the correct thing by <br />bringing it to Study Session for discussion. <br /> <br />Councilor Dalton asked what Superior's vision was for library services and what <br />data are they looking for. <br /> <br />Councilor Sackett said that sometimes to have success in this type of position, <br />the City needs to bend over backwards to accommodate other parties for the <br />success of future projects and that may include sharing proprietary information. <br /> <br />Assistant City Manager Balser said that Superior was asking for data that the <br />City/Library does not collect. <br /> <br />Library Director Mojo stated that they have given Superior all the data they can <br />legally give including the financials. She said that the system the Library has is <br />one of the most advanced systems in the state, and does not collect the data that <br />Superior is looking for. Further, it is against State Law for the library to provide <br />patron information. <br /> <br />Mayor Andrew Muckle said that if services are cut then that would have a serious <br />impact on future collaborative efforts. He also stated that the current agreement <br />has a release clause and that the Town of Superior could forgo paying the <br />January payment. <br />
