Council <br /> member Loo noted tickets can be purchased in advance at the Recreation Center. <br /> REGULAR BUSINESS <br /> ORDINANCE No. 1626, SERIES 2013 —AN ORDINANCE EXTENDING THE TERMS <br /> OF A NONEXCLUSIVE FRANCHISE GRANTED BY THE CITY OF LOUISVILLE, <br /> COLORADO TO COMCAST OF COLORADO I, LLC, AND ITS LAWFUL <br /> SUCCESSORS, TRANSFEREES AND ASSIGNS, FOR THE RIGHT TO MAKE <br /> REASONABLE AND LAWFUL USE OF RIGHTS-OF-WAY WITHIN THE CITY TO <br /> CONSTRUCT, OPERATE, MAINTAIN, RECONSTRUCT, REPAIR AND UPGRADE A <br /> CABLE SYSTEM FOR THE PURPOSE OF PROVIDING CABLE SERVICES TO <br /> CITIZENS WITHIN THE CITY— 2nd Reading —Public Hearing <br /> Mayor Muckle requested a City Attorney introduction. <br /> City Attorney Light read Ordinance No. 1626, Series 2013. <br /> Mayor Muckle requested a staff presentation. <br /> Public Relations Manager Muth explained the City and Comcast Cable are working <br /> under a seven-year franchise agreement, which will expire on April 11, 2013. Staff is <br /> waiting for Denver and Aurora to complete their new franchises prior to beginning <br /> negotiations with Comcast. Denver and Aurora are the two largest franchisees in the <br /> State and their negotiations will lay the ground work for other cities negotiating new <br /> agreements. What Denver and Aurora negotiate in their franchise agreements will then <br /> be on the table for discussion for Louisville's franchise agreement. The City may not <br /> want all of the items negotiated by Denver or Aurora however there is a better chance of <br /> obtaining similar provisions if Comcast has already agreed to such items with Denver <br /> and Aurora. Denver and Aurora specifically timed their franchises to expire concurrently <br /> so they could negotiate together and have the best position representing a very large <br /> number of Comcast subscribers. This is similar to the City's Xcel franchise, which is <br /> based on Denver's template. Louisville received favorable conditions with Xcel based <br />
