City Council <br /> Meeting Minutes <br /> February 19, 2013 <br /> Page 6 of 11 <br /> ORDINANCE No. 1627, SERIES 2013 —AN ORDINANCE AUTHORIZING THE <br /> CONVEYANCE TO THE COLORADO DEPARTMENT OF TRANSPORTATION OF A <br /> PARCEL OF PROPERTY OWNED BY THE CITY THAT IS REQUIRED FOR PHASE II <br /> OF THE US 36 MANAGED LANE/BUS RAPID TRANSIT PROJECT— 1st Reading — <br /> Set Public Hearing 03/05/2013 <br /> City Attorney Light clarified the legal description contained in the packet is incorrect. <br /> The correct legal description was distributed at the beginning of the meeting. He <br /> requested the motion contain the revised legal description (Exhibit A.) <br /> MOTION: Council member Keany moved to approve Ordinance No. 1627, Series 2013 <br /> with the revised legal description, on first reading, ordered it published and set a public <br /> hearing for March 5, 2013, seconded by Mayor Pro Tem Dalton. All were in favor. <br /> DISCUSSION/DIRECTION/ACTION — CREATION OF A UTILITY RATE TASK FORCE <br /> Mayor Muckle requested a staff presentation. <br /> Public Works Director Kowar explained the 2013 budget provides for a utility rate study. <br /> A Request of Proposals (RFP) has been issued for firms who could assist the City with <br /> this study. The Water Committee and staff have determined a task force would be <br /> useful and could offer good input into the creation of a new utility rate policy. The task <br /> force would work with a consultant to review current policies, long-term financial <br /> structure, tap fees, and user charges, as well as benchmark Louisville to other <br /> municipal utilities. The task force would be comprised of seven community members: <br /> two homeowners; two business owners; two Homeowners Association Representatives <br /> and one at-large. Staff would bring back the names of the applicants to Council to <br /> officially appoint the task force. <br /> COUNCIL COMMENTS <br /> Mayor Pro Tem Dalton inquired about the advertisement for the task force. Public <br /> Works Director Kowar stated all avenues would be explored. <br /> Council member Loo asked if Council members could recruit members to serve on the <br /> Utility Rate Task Force. City Attorney Light stated Council would not be prohibited from <br /> recruiting members to serve of the Utility Rate Task Force. <br /> Council member Loo asked whether the Task Force would be Council appointments or <br /> would the Water Committee make the appointments. <br />
