City Council <br /> Meeting Minutes <br /> February 19, 2013 <br /> Page 7 of 11 <br /> Mayor Pro Tern Dalton asked if Council felt comfortable with the Water Committee <br /> selecting the Task Force candidates. Council member Jasiak stated she felt <br /> comfortable with the Water Committee selecting the candidates. <br /> City Manager Fleming explained in the Impact Fee Study Committee, staff <br /> recommended a slate of candidates who expressed a willingness to serve on the <br /> committee and Council approved their appointment. <br /> Mayor Muckle preferred to have the Water Committee make recommendation to the <br /> Council and supported advertising on Channel 8, the Web site and to Boards and <br /> Commissions. <br /> Council member Loo noted staff might know experts in the field and could recruit them <br /> as well. There was also discussion relative to the number of HOAs in Louisville and <br /> who would be willing to serve on the Task Force. <br /> City Attomey Light stated pursuant to the Charter, the appointment of members of a <br /> Task Force requires a resolution of approval therefore this matter will come back before <br /> the Council. <br /> Mayor Pro Tem Dalton supported giving staff the option to recruit and submit candidates <br /> if members from the seven community areas do not come forward. There was Council <br /> consensus. Council directed staff to create a Utility Rate Task Force for City Council <br /> approval. <br /> Council member Jasiak requested a summary of this to share with her constituents at a <br /> Ward I Meeting. <br /> RESOLUTION No. 9, SERIES 2013—A RESOLUTION APPROVING A CONTRACT <br /> WITH THE COLORADO DEPARTMENT OF TRANSPORTATION CONCERNING THE <br /> FUNDING, DESIGN AND CONSTRUCTION OF A DIVERGING DIAMOND <br /> INTERCHANGE AT U.S. 36 AND MCCASLIN BOULEVARD <br /> Mayor Muckle requested a staff presentation. <br /> Deputy City Manager Balser explained this contract is the result of the City of Louisville <br /> and the Town of Superior's Planning and Public Work's staff members and has been a <br /> very rapid process. The Diverging Diamond Interchange is included in the second <br /> phase of the U.S. 36 Improvements at a price of$12.5 Million Dollars. She reviewed <br /> the highlights of the contract between Louisville and CDOT regarding funding, design <br /> and construction of the Diverging Diamond Interchange as follows: <br /> 1) Exhibit A of the Contract— Scope of Work, which includes a description of the <br /> design requirements and other features of the project. <br />
