City Council <br />Study Session Summary <br />January 15, 2013 <br />Page 2 of 3 <br />Labor Market Information – based on population, number of employees, <br />recruiting area; <br />Annual Data Analysis –review employee surveys and benchmark data to <br />make recommendations for the followingyear; <br />Pay Plan&Pay Practices – each position is compared to similar positions <br />in the labor market to determine the market rate for the position and <br />placed at the appropriate pay grade; <br />Current Benefits Package – full time employees, part time employees, and <br />seasonal employeesbenefits were discussed. <br />The following topics were also touched upon: the impacts of health care reform, <br />succession planning, leadership development, career advancement, staffing <br />levels and the results of the employee survey. <br />Discussion – Program Budget Options <br />City Manager Malcolm Fleming went over the current budget process the City <br />uses and some other possible approaches to budgeting.He discussed how <br />priorities are set and communicated, how forecast assumptions are made and <br />questioned, and how departmentssubmit annual budget and capital <br />improvement plan requests. He also discussed the budget calendar for the <br />coming year. <br />Overall the Council stated they like the current process and they donot want <br />wholesale changes to that process, but perhaps some small tweaks. <br />Councilmember Jasiak asked if staff priorities could be presented with Council <br />priorities. She also asked how board and commission budget requests are <br />handled. <br />Mayor Muckle noted that if there are areas in which it makes sense to have <br />performance budgeting information comparing Louisville with other cities we <br />should use it if it is not too time consuming. <br />Update – Expiration of Comcast Cable Franchise <br />Public Relations Manager Meredyth Muth reported that the current Comcast <br />Cable franchise expires in April. Staff is planning to bring back to the February 5 <br />City Council meeting an ordinance for first reading for a one-year franchise <br />extension. Staff is waiting for Denver and Aurora to complete their new <br />franchises as those franchises will lay the ground work on which Louisville can <br />base itsnew agreementwith Comcast. <br /> <br />
