the city will determine whether to issue an individual, or if applicable, a general, <br /> wastewater discharge permit. The city may deny any application for an individual <br /> or general wastewater discharge permit. <br /> SF. Permit required. <br /> [remainder of this section to remain the same] <br /> CO. Permit conditions. Wastewater discharge permits shall be expressly <br /> subject to all provisions of this chapter and all other applicable regulations, <br /> user charges, and fees established by the city. An individual or general <br /> wastewater discharge permit as well as BMPs shall include such conditions as <br /> are deemed reasonably necessary by the superintendent to prevent pass through <br /> or interference, protect the quality of the body of water receiving the treatment <br /> plant's effluent, protect worker health and safety, facilitate sludge management <br /> and disposal, and protect against damage to the POTW. Permits may be <br /> conditioned upon the following: <br /> [remainder of this section to remain the same] <br /> DH. Permit duration; suspension or revocation. A wastewater discharge <br /> permit or BMP shall be issued for a period of three years from the date of <br /> issue. The user shall apply for a new permit with completed wastewater <br /> discharge permit application within a minimum of 90 days prior to the <br /> expiration of the user's existing permit. Any permit may be suspended or <br /> revoked for failure to comply with any of the requirements of this chapter, for <br /> any failure to accurately report the wastewater constituents and characteristics <br /> of its discharge; or any refusal of reasonable access to the user's premises for <br /> the purpose of inspection, monitoring, or sampling. <br /> El. Permit modification. Upon promulgation of additional categorical <br /> pretreatment standards and within the time prescribed thereby, the wastewater <br /> discharge permit of users subject to such standards shall be revised as required <br /> to comply with any part thereof which is mere-stricter than existing standards <br /> or conditions of the permit. Where a user, subject to categorical pretreatment <br /> standards, has not previously submitted an application for a wastewater <br /> discharge permit, the user shall apply for a wastewater discharge permit within <br /> 30 days after promulgation of the applicable categorical pretreatment standard. <br /> Any user with an existing wastewater discharge permit shall submit to the city, <br /> within 30 days after such promulgation, the information required by <br /> subsections DA.4(h) and DA.4(i) of this section. In addition to the foregoing, <br /> the terms and conditions of the permit shall be subject to modification by the <br /> city during the term of the permit as limitations or requirements are modified <br /> or other just cause exists. Any changes or new conditions in the permit shall <br /> include a reasonable time schedule for compliance as determined by the city. <br /> The city reserves the right to require any industrial user to install and maintain <br /> a pretreatment system and require it to be operated by a state certified <br /> industrial wastewater plant operator if the system is of complicated design as <br /> Ordinance No.1628,Series 2013 <br /> Page 5 of 9 <br />
