A wastewater discharge permit or BMP <br /> shall not be sold, traded, assigned, transferred, or sublet. Any new industrial <br /> user must obtain a wastewater discharge permit or BMP regardless of whether <br /> a permit or BMP previously existed for the same premises. <br /> Section 4. Section 13.32.070.A.9 of the Louisville Municipal Code is hereby amended <br /> to read as follows(words to be deleted are stricken-through; words to be added are underlined): <br /> Sec. 13.32.070 Wastewater discharge reports. <br /> A. Compliance date report. <br /> 9. Record keeping. Permitted and BMP users subject to the <br /> reporting requirements of this chapter shall retain, and make available for <br /> inspection and copying, all records of information obtained pursuant to <br /> any monitoring activities required by this chapter, any additional records <br /> of information obtained pursuant to monitoring activities undertaken by <br /> the user independent of such requirements. Records shall include the date, <br /> exact place, method, and time of sampling, and the name of the person(s) <br /> taking the samples; the dates analyses were performed; who performed the <br /> analyses; the analytical techniques or methods used; and the results of <br /> such analyses, as well as other records required including hauled waste <br /> manifests, zero discharge certifications (if applicable) or discharge flows, <br /> and BMP certifications. These records shall remain available for a period <br /> of at least three years. This period shall be automatically extended for the <br /> duration of any litigation concerning the user or the city, or where the user <br /> has been specifically notified of a longer retention period by the city. <br /> Section 5. Section 13.32.120 of the Louisville Municipal Code is hereby amended to <br /> read as follows(words to be deleted are stricken-through;words to be added are underlined): <br /> Sec. 13.32.120 Specific pollutant limitations. <br /> A. Concentration-based limitations. Every permitted significant <br /> industrial user of the POTW, except where mass limits have been established, shall <br /> not discharge any wastewater with a pollutant concentration exceeding the following <br /> standards: <br /> Pollutant/ Daily Maximum Concentration in mg/I <br /> Pollutant Property <br /> Ordinance No.1628,Series 2013 <br /> Page 6 of 9 <br />
