City Council <br /> Meeting Minutes <br /> March 19, 2013 <br /> Page 6 of 10 <br /> Mayor Pro Tern Dalton supported allowing and regulating all aspects of recreational <br /> marijuana. <br /> Council member Loo favored allowing and regulating recreational marijuana and a <br /> moratorium on clubs. She had reservations on cultivation and felt it would put a heavy <br /> burden on the building division. She noted the City of Boulder has a Task Force <br /> reviewing cultivation. She requested more information on what other cities have <br /> experienced with marijuana cultivation. <br /> Mayor Muckle stated the voters have spoken in support of recreational marijuana. He <br /> felt if the state doesn't take action, the City should be prepared to write regulations. He <br /> supported a moratorium of clubs. He felt the City should model regulations based on <br /> the State's and requested more information on the growing operations. <br /> PUBLIC COMMENT <br /> Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO supported allowing and <br /> regulating recreational marijuana and manufacturing. He saw no distinction between <br /> growing recreational marijuana and growing orchids. He suggested exploring retail <br /> recreational marijuana in one area and a private club in an adjacent area. He requested <br /> the City provide an easy process for the two medical marijuana dispensaries to convert <br /> to recreational marijuana, if they so desire. <br /> There was Council consensus on a moratorium on clubs. City Manager Fleming <br /> thanked the Council for their clear direction on recreational marijuana. <br /> RECOGNITION OF SERVICE —JOHN SACKETT <br /> Mayor Muckle recognized John Sackett for his years of service to Louisville and the <br /> surrounding communities as a member of the Louisville City Council from 1986 to 1992 <br /> and as the President/Chief Executive Officer of Avista Adventist Hospital since 1989. He <br /> also has served on the Louisville Fire Protection District Board; Chamber of Commerce <br /> Executive Committee; Boulder Valley School District Foundation; United Way and the <br /> Community Food Share Board. The City Council and City staff thanked John Sackett <br /> for his contributions and dedication to Louisville and wished him the best of luck in his <br /> new position as President of Shady Grove Adventist Hospital in Rockville, Maryland. <br /> John Sackett stated he loves Louisville and it will always be his home. He was proud of <br /> being part of Louisville's history and thanked the Mayor and Council for honoring him. <br /> RESOLUTION No. 15, SERIES 2013 APPROVAL OF AN AMENDMENT TO THE <br /> AMENDED PARBOIS PLACE PLANNED UNIT DEVELOPMENT SPECIFIC TO <br /> REMOVING THE DEMOLITION REQUIREMENT AND ALLOWING A SECOND UNIT <br /> ON LOT 3, INCREASING THE DENSTY OF THE SUBDIVISION FROM 15 TO 16 <br />
