City Council <br /> Meeting Minutes <br /> March 19, 2013 <br /> Page 8 of 10 <br /> Council member Jasiak disclosed she has close friends who have a contract on one of <br /> the properties within the subdivision, but she felt it would not influence her decision. <br /> Mayor Muckle asked if there were any comments from the neighborhood. Planning <br /> Director Russ stated the Planning Commission received positive public comments. <br /> Mayor Muckle requested public comment and hearing none, closed the public hearing. <br /> MOTION: Council member Sackett moved to approve Resolution No. 15, Series 2013, <br /> seconded by Council member Loo. All were in favor. <br /> ORDINANCE No. 1628, SERIES 2013—AN ORDINANCE AMENDING CHAPTER <br /> 13.32 OF THE LOUISVILLE MUNICIPAL CODE REGARDING SEWER USE <br /> REGULATIONS —2nd Reading —Public Hearing <br /> Mayor Muckle requested a City Attorney introduction. <br /> City Attorney Light read Ordinance No. 1628, Series 2013. <br /> Mayor Muckle opened the public hearing and requested a staff presentation. <br /> Public Works Director Kowar explained the Louisville Municipal Code Chapter 13.32— <br /> Sewer Use Regulations is the chapter of the Code containing regulations designed to <br /> protect the City's wastewater infrastructure from illicit discharges from industrial, <br /> commercial and domestic users. The language in the Code is taken from federal <br /> regulations and needs to be modified as federal regulations are revised. <br /> A U.S. Environmental Protection Agency (EPA) audit of the City's ordinance, also <br /> known as a legal authority review, determined the City's regulations need to be <br /> amended in several respects. In addition to this review of the City's regulations, the <br /> City's discharge permit went through a required technical evaluation to determine <br /> whether there was a need to revise local limits for specific pollutants. The EPA <br /> completed its technical evaluation in 2012 and determined the local limits needed to be <br /> revised to adequately protect the City's wastewater infrastructure and treatment plant <br /> process. Staff recommended approval of Ordinance No. 1628, Series 2013 on second <br /> and final reading. <br /> Mayor Muckle requested public comment and hearing none, closed the public hearing. <br /> MOTION: Mayor Pro Tern Dalton moved to approve Ordinance No. 1628, Series 2013 <br /> on second and final reading, seconded by Council member Sackett. Roll call vote was <br /> taken. The motion carried by a vote of 7-0. <br /> EXECUTIVE SESSION — REAL PROPERTY ACQUISITIONS AND DISPOSITIONS <br />
