Louisville Sustainability Advisory Board <br />Meeting Minutes: Wednesday, March 20, 2013 <br />City Hall, 749 Main Street, Spruce Room <br />I. Call to Order: The meeting was called to order at 6:30pm by Mark, Chair. Jim Bradford served <br />as Secretary. <br />II. Roll Call: Members present (in bold):Cullen Choi, Mary Ann Heaney, Andy Johnson,Claudia <br />Lenz, Jim Bradford,Mark Persichetti, Ted Sontrop; Staff Liaison Dave Szabados; City-Council <br />LiaisonEmily Jasiack <br />Because Ted was unable to attend, Jim acted as Secretary. Jim will talk to Ted about swapping <br />weeks for meeting sect. and chair. Jim has tentatively edited the schedule (below) to reflect this <br />swap. <br />III. Approval of Current-Meeting’s Agenda: The agenda was approved with no changes. <br />IV. Approval of February Meeting Minutes: The minutes were approved with no changes. <br />V. Public Comments on Items Not on the Agenda: <br />Compliance with open meeting requirements: There was an issue raised by Meredyth Muth – <br />Email was sent to Mark and Andy regarding open government rules. Meredyth pointed out that if we <br />review and comment draft agendas via email, we are, in effect, having a meeting, which is not in <br />keeping with open government rules. We should discuss this at our next meeting, but bottom line is <br />that we should set the agenda at the preceding meeting and pretty much stick to it. <br />Monday April 29 open government training meeting. Mark will draft up a question regarding <br />Meredyth’s question and send to the City attorney. It would be difficult if we had to freeze our meeting <br />minutes 30 days out. May need to amend SAB guidelines, but we will watch out until we know how to <br />resolve this issue. Only reply to Karrie or next month’s chair. We don’t want to make it appear that we <br />are having a meeting by email. <br />Energy efficiency: There was some discussion of Energy efficiency Programs including the recent <br />Energy Smart breakfast at the Blue Parrot that Mark and Jim attended. LSAB members and Dave <br />expressed some interest in exploring how the City might assist in energy conservation programs. <br />Jim’s lunch with Populus, who run residential demand side management (DSM) programs was <br />discussed. Boulder County’s Energy Smart programs and ideas for possibly leveraging those <br />programs was discussed. <br />Dave S mentioned the Slow the Flow sprinkler inspection program operated by the Center for <br />Resource Conservation. I believe that Dave Szabados mentioned that the City was intending to <br />promote this water conservation program by including bill stuffers in the utility bill mail. <br />VI. Comprehensive Plan Update <br />Andy provided and update on the Comprehensive plan: There were two riveting planning commission <br />meetings. The meeting went page by page through the comprehensive plan. They did not change <br />anything.
