Louisville City Council Meeting <br />November 4, 2003 <br />Page 3 of 10 <br /> <br />Mayor Davidson proclaimed Saturday, November 15, 2003 to be "American Recycles <br />Day". The proclamation urges all citizens of Louisville to make every day America <br />Recycles Day and to support efforts for waste reduction and recycling. <br /> <br />Deputy City Manager Julie Boyd reminded Council and Louisville residents of the one- <br />time polystyrene collection on January 10th at the Louisville/Lafayette drop-off-center. <br /> <br />APPROVAL OF AGREEMENT WITH BOULDER VALLEY SCHOOL <br />DISTRICT FOR USE OF MONARCH HIGH SCHOOL FIELD <br /> <br />Mayor Davidson called for Staff presentation. <br /> <br />Deputy City Manager Julie Boyd reviewed the Facility Use Agreement between the City <br />of Louisville and Boulder Valley School District No. RE-2. The agreement outlined the <br />conditions for the City to contribute $300,000 for the construction of a synthetic turf field <br />at Monarch High School. In excharlge, the City will be able to use the facility for <br />recreation programs and activities when not being used by the School District on <br />weekends during the school year, and during the summer. The funding for the program <br />would come from the City's use tax on residential building materials, and has been <br />appropriated in 2003, to be carried over into the 2004 budget. The entire amount would <br />be paid to the school district upon signing of the construction contract by the district. <br />Boyd explained the timeline for the project estimates awarding the contract in April of <br />2004, with construction from June until August. <br /> <br />COUNCIL COMMENTS <br /> <br />Mayor Pro Tern Sisk explained the money was collected through the City's use tax on <br />building materials. He stressed the project will allow a playing surface, and the multi- <br />purpose use of the field year-round. He thanked Council member Van Pelt who was also <br />a member of the committee. <br /> <br />MOTION: Council member Van Pelt moved that Council approve the agreement with <br />Boulder Valley School District for use of Monarch High School Field, seconded by <br />Council member Brown. Roll call vote was taken. The motion carried by a vote of 7-0. <br /> <br />WATER REUSE PIPELINE BID AWARD RECOMMENDATION <br /> <br />Mayor Davidson called for Staff presentation. <br /> <br />Public Works Director Tom Phare reviewed Council had rejected all bids and directed <br />Staffwas directed to enter into negotiations with the low bidder. The Public Works Staff <br />and Rothberg, Tamburini and Winsor, Inc. (RTW) met with Gamey Construction to <br />discuss the reclaimed water project in detail and look at ways to reduce the overall cost of <br />the project without affecting the overall quality of the project and/or reduce the treatment <br />capacity of the reclaimed water treatment facility.
