Planning Director Russ stated the Planning Commission also requested it be <br />stricken from the document. He stated it would be stricken from the Comp Plan. <br />Council member Loo noted that advocating to renew the Historic Preservation Tax is <br />included in the Comp Plan but there is no similar advocacy for the Open Space and <br />Parks Tax. She felt that advocating for any tax has no proper place in the Comp Plan." <br />NEIGHBORHOODS: Council member Jasiak appreciated the recognition of the <br />importance and definition of the neighborhoods. She felt it protects the integrity of the <br />neighborhoods. <br />Mayor Pro Tem Dalton inquired about Policy N -5.4 "Potential measures to increase <br />housing type and price diversity should be evaluated, including allowing accessory <br />dwelling units in established neighborhoods ". Planning Director Russ explained the <br />Planning Staff heard from the community a diversity of housing, affordable housing and <br />senior housing should be encouraged. Although it is a blanket statement citywide, it <br />can only be realized on the individual neighborhood design. He noted some <br />neighborhoods do not have the capacity for such housing types. <br />Mayor Pro Tem Dalton asked if an accessory dwelling unit would be a dwelling for aging <br />parents behind a residence. Planning Director Russ stated it would be two units per a <br />single lot. The plat is not separated, but there are two dwellings under a single <br />ownership. Another accessory dwelling unit might be renting a room to augment <br />income. Mayor Muckle proposed language to clarify the City will not force change in <br />existing neighborhoods. <br />Council member Loo addressed the energy section narrative and suggested language <br />to include input from all affected parties. She addressed Energy Policy 1.1 and stated <br />she hoped this would not be a partnership with Boulder to municipalize. Regarding <br />Policy 1.5 Solar Energy, she suggested all energy preservation measures be <br />encouraged. She requested an explanation on Policy E 3.3 — Strive to remain current. <br />Planning Director Russ explained the City skipped the 2009 Universal Building Code, <br />which affected the City's insurance rating, therefore the policy addresses staying current <br />with the regulatory codes. <br />Council member Loo recommended removing the language "low income" in Policy E 3.2 <br />and replacing it with "weatherization services to qualified residents ". She noted the <br />school 2012 enrollments conflicts with the 2007 chart included in the document. She <br />addressed the implementation section; there is a Public Art Master Plan and suggested <br />an Arts and Cultural Master Plan. Planning Director Russ would work with Parks and <br />Recreation Director Stevens on modification on that section of the Plan. <br />Council member Loo worked on the 2005 Comprehensive Plan. She noted it had not <br />been updated in 19 years. She felt it was a very fine plan and she did not want anyone <br />to think those were not good efforts. <br />
