City Council <br />Meeting Minutes <br />April 2, 2013 <br />Page 15 of 23 <br />Mayor Muckle agreed with many of Council member Loo's comments. He suggested a <br />section on Community Services, which would list community events. He explained <br />community events provide an economic development benefit and define the community <br />character. Council member Jasiak asked if the intent of adding civic activities in the <br />planning document is to exhibit the culture of the City. Planning Director Russ explained <br />many civic events utilize City right -of -ways and the City administrates license <br />agreements for the use of facilities, streets and sidewalks. <br />Mayor Muckle suggested on the Fiscal Health Statement on Page 50 (Between 2008 <br />and 2010, sales tax revenues in Louisville declined by 6 %, as large format retailers in <br />the McCaslin and South Boulder Road Corridors have closed down) a note be added to <br />indicate it was during a time of recession. On Policy FH 1.1 he suggested adding a <br />sentence to read "based on a desired level of services." <br />Council member Yarnell felt there should be on -going discussions for art and cultural <br />activities and it be reflected within the Comprehensive Plan. <br />Mayor Muckle thanked staff for their work and stated it represents high quality work. <br />PUBLIC COMMENT <br />Ashley Stolzman, 370 S Taft Court, Louisville, CO presented the results of the CAC <br />survey. She explained the survey was initiated by CAC to provide information to help <br />describe the concepts behind the term "Small Town Character" in Louisville. In order to <br />sample the population, 2032 surveys were sent out on March 29, 2013 and 396 were <br />returned before April 8, 2013 deadline. After the deadline 30 surveys were returned, but <br />not included in the calculation. CAC believed with a confidence of 95% ( +1- 5 %) the <br />survey represented the view of City residents regarding the aspects, which directly <br />affect and define small town character, including traffic, services, population growth, and <br />density. The following list shows there is the most agreement with (1) promoting and <br />maintaining parks throughout the City which leads to small town character and the least <br />identified which is (9) maintaining the current population of Louisville. <br />1. Promote and maintain parks throughout the city (96 %) <br />2. Community events like holiday celebrations, parades, and Street Faire (93 %) <br />3. Support a historic downtown area (91%) <br />4. Endorse decisions that support a quality school system (90 %) <br />5. Promote open space buffers and distinct boundaries between Louisville and <br />other cities (86 %) <br />6. Maintain current building height limits (79 %) <br />7. Outline steps to maintain an "uncrowded" feeling on streets, parks, trails, and <br />open space (79 %) <br />8. Maintain the current ratio of single family homes to multifamily homes (71 %) <br />9. Maintain the current population of Louisville (66 %) <br />
