City Council <br />Meeting Minutes <br />April 16, 2013 <br />Page 18 of 23 <br />Hernandez about the 1,600 people who visited the Comp Plan Web Site "Envision <br />Louisville" and noted a lot of people do not have access to computers or the Internet. <br />He addressed the small area plan and 3D rendering to represent community character. <br />He stated the community defines community character not 3D renderings. <br />Joel Hayes, 187 Harper Street, Louisville, CO agreed with his neighbors with respect to <br />increased density. Although the Plan has been improved, he felt the City should <br />consider whether to go forward with high density or maintain the small town <br />atmosphere. He addressed the fiscal analysis and hoped the multi - family component is <br />the answer to long term fiscal growth. <br />Steven Brauneis, 2244 Dogwood Circle, Louisville, CO disclosed he is a member of the <br />Planning Commission, but would speak as an individual citizen. He felt there are three <br />good reasons to adopt the Comprehensive Plan. 1) Allows the City to greet the future; <br />development and redevelopment will happen and the City must be prepared. The Plan <br />provides the awareness of issues such that 2) the Plan provides more protection for the <br />character of the City than any Plan to date and 3) provides a process to maintain its <br />small town character. The Comprehensive Plan does not increase population or density <br />over the 2005 or 2009 Comp Plan. He encouraged the public to think of "Urban" as <br />walkable. He urged the Council to approve the Comprehensive Plan and thanked the <br />Council for their on -going service to the City. <br />Cary Tengler, 494 West Spruce Street, Louisville, Co also disclosed he is a member of <br />the Planning Commission, but would speak as a resident of Louisville. He voiced his <br />support for the Comprehensive Plan and emphasized it is a Framework Plan not a <br />mandate. He urged Council to look at the concerns raised and determine whether they <br />are based on fear rather than fact. He felt the Plan was based on fact and expert <br />opinion and represents the best effort put forth by the Planning Division and input from <br />the various boards and commissions. He urged Council to adopt the Comprehensive <br />Plan as presented. <br />Mayor Muckle stated the public meeting on the Comprehensive Plan Update will be <br />continued to the May 7, 2013 City Council meeting. <br />MOTION: Mayor Muckle moved to continue the public hearing on the Comprehensive <br />Plan until May 7, 2013, seconded by Council member Keany. All were in favor. <br />ORDINANCE No. 1629, SERIES 2013 — AN ORDINANCE AMENDING CHAPTERS <br />17.08 AND 17.12 OF THE LOUISVILLE MUNICIPAL CODE TO ALLOW FOR PET <br />CARE BUSINESSES TO BE LOCATED IN THE COMMUNITY COMMERCIAL (CC), <br />COMMERCIAL BUSINESS (CB), AND INDUSTRIAL (I) ZONE DISTRICTS AS A <br />SPECIAL REVIEW USE — 2 "d Reading — Public Hearing <br />Mayor Muckle requested a City Attorney introduction. <br />
