He <br />also did not agree with the revenue projections. <br />Mayor Muckle closed the public hearing. <br />COUNCIL COMMENTS <br />Council member Loo addressed the four- story developments in Centennial Valley <br />included in the Comprehensive Plan. She did not feel four -story development was <br />appropriate in Centennial Valley because of the obstruction of views. She asked if the <br />City is committed to four -story developments in Centennial Valley or can it be reduced <br />through the small area plans. Planning Director Russ stated the Plan allows the <br />conversation to occur in the small area plan. The underlying zoning already allows <br />buildings over 50 feet for commercial. The Plan clarifies a four -story building would be <br />allowed, but cautions against altering the view sheds or the shadowing effect of <br />buildings and not impacting the public realm. The small area plan could still be modified <br />with public input as part of the criteria consideration. <br />Council member Sackett received a call from a resident concerning narrowing a <br />roadway and impacting traffic. Planning Director Russ noted the area is in Coal Creek. <br />The red bar denotes multiple options for the road in the future, including a traffic signal. <br />Mayor Pro Tem Dalton confirmed the discussion on the roadway has been initiated. <br />Council member Yarnell voiced her appreciation for the evolution of the Comprehensive <br />Plan and the willingness to go back and make changes. Her concern centered on a <br />fiscally neutral plan and felt the City should be looking at a long -term fiscal plan. She <br />was also concerned over the density and the number of multi - family units. <br />Mayor Muckle stated the citizens have voiced their concern over the additional housing. <br />He addressed the additional 800 units and questioned whether they would be built -out <br />before the next Comprehensive Plan or whether they would be altered through the small <br />area plan. He also addressed the fiscal aspects of the plan. <br />Mayor Pro Tem Dalton stated the urban categories were deliberately cross - hatched to <br />be determined in the small area plans. He stated the Comprehensive Plan is a vision <br />plan for the whole City, and the small area plans will give substance to development by <br />having public participation in the planning process. He stated the Plan is general in <br />nature and not precise, including the fiscal projections. He voiced his appreciation to <br />the staff for their work and his support for the Plan. <br />Council member Keany supported the revisions to the Comprehensive Plan, which <br />cross - hatched the urban areas to be addressed in the small area plans and noted the <br />small area plans will have public outreach. <br />Council member Jasiak addressed the desire to preserve the small town character and <br />stated the Comprehensive Plan process is the epitome of small town character.
