Louisville Special City Council Meeting <br />February 19, 2002 <br />Page 4 <br /> <br />authorizing the City Manager to grant administrative extensions for PUD' s, with an <br />appeal process through the City Council. He stated that one request has been received for <br />an extension of the PUD at 841 Front Street. <br /> <br />Eric Hartronft, Hartronft Fauri Architects, 801 Main Street, Louisville, CO, stated that <br />the applicant, Nancy Love, along with other property owners, was affected by the parking <br />fee improvement fee ordinance. He stated that with the recent fee adjustment, many of <br />the downtown Final PUD's might come forward. He stated that Love is requesting an <br />extension of a March 2, 2002 expiration date. <br /> <br />Davidson explained that the reasoning for the timeline on the PUD's was that many were <br />approved in the 1970' s. He stated that the parking improvement fee might have <br />discouraged businesses to go forward with their Final PUD's. He suggested that rather <br />than have applicants resubmit their proposals through the Planning Commission and <br />Council for re-approval, a two-year extension could be granted. Davidson urged Council <br />to support the administrative review on requested extensions. <br /> <br />Mayer voiced his belief that it is still a good idea to have some timeline on PUD's. He <br />stated that PUD's with unlimited timelines undermines the Council's ability to plan. He <br />stated that he did not agree with a speculative plan, with no intention to build in a <br />reasonable length of time. He concurred Mayor Davidson's suggestion and voiced <br />support of the administrative two-year extension, which would provide a five-year period <br />for the applicants. <br /> <br />Sisk voiced support of the administrative review proposal and asked that Staff alert other <br />applicants of the extension. He stated that the City should be proactive. <br /> <br />Davidson stated that the Ordinance should address the extension to PUD's that have <br />expired within the last six-months or one-year. <br /> <br />Brown proposed two two-year extensions to provide the City the ability to check on the <br />progress of the PUD's between extensions. <br /> <br />Davidson suggested a three-year extension that would allow the applicant six years to <br />complete the projects. <br /> <br />Davidson directed the City Attorney to go forward with the ordinance. <br /> <br />HOUSING AUTHORITY REQUEST <br /> <br />Keany reported on the Louisville Housing Authority meeting, which he attended. He <br />presented a letter from the LHA requesting financial support from the City to pay for <br />architectural and engineering services for two projects. The proposed projects are 1) the <br />design and permitting phase for the construction of 3 to 4 apartments on the property <br />purchased at 520 South Boulder Road, and 2) to determine the feasibility of rehabilitating <br /> <br />4 <br /> <br /> <br />
