City Council <br />Meeting Minutes <br />May 21, 2013 <br />Page 11 of 19 <br />Works Director Kowar explained there is a closeout process with CDOT, which takes a <br />significant amount of time before final payment can be made. <br />Council member Loo inquired about the $78,500 wayfinding carryover. Planning <br />Director Russ explained it is a carryover delayed by the Xcel Energy light pole issue. <br />Council member Loo asked if the wayfinding signs included the City teal color signs. <br />Planning Director Russ confirmed it was, but also included gateway and landscaping <br />improvements. <br />Council member Loo felt the signs, although artistic, are very hard to read and do not <br />provide wayfinding for visitors to Louisville. <br />Council member Loo addressed the $12,000 Citywide Energy Audit and asked if there <br />was a contract for audit and how the University of Minnesota become involved. City <br />Manager Fleming stated there is a contract for the energy audit and the budget <br />amendment funds the audit. He explained the University of Colorado, Denver is the <br />lead entity in collaboration with the University of Minnesota. <br />Council member Loo requested a follow -up memo on the status of the Energy Audit. <br />Mayor Muckle explained the University of Minnesota is involved because a faculty <br />member was previously from the University of Colorado, Denver. <br />Council member Loo inquired in reference to the City Hall remodel, what was FF &E. <br />Planning Director Russ explained it stands furniture, fixtures and equipment. <br />Council member Loo inquired about a $10,000 addition for the Main Street patios. <br />Public Works Director Kowar explained in order to provide water to both sides of the <br />street for the patios, the closest water source and clock was at City Hall. Therefore, the <br />City Hall will provide irrigation water to the patios. <br />Council member Loo asked who would pay for the water. Finance Director Watson <br />explained all the water the City uses for operations are not billed by the Water <br />Enterprise Fund. <br />Council member Loo noted all the budget appropriations are increases and there were <br />no decreases. She preferred to see any extra money being used for roads. <br />Council member Jasiak concurred with Council member Loo on the wayfinding signs. <br />Mayor Muckle inquired about developing new wayfinding signage. Planning Director <br />Russ stated there is a large share of the budget available to redesign the wayfinding <br />signage. Mayor Muckle agreed that any reserve should be used for roadways. <br />PUBLIC COMMENT <br />
