City Council <br />Meeting Minutes <br />May 21, 2013 <br />Page 17 of 19 <br />MOTION: Mayor Pro Tem Dalton moved to approve the LRC Term Sheet as a basis for <br />the LRC proceeding further with a potential future bond issue for the Core Area <br />infrastructure Project within the Highway 42 Revitalization Area, seconded by Council <br />member Loo. All were in favor. <br />RESOLUTION No. 30, SERIES 2013 — A RESOLUTION APPROVING A CONTRACT <br />WITH THE COLORADO DEPARTMENT OF TRANSPORTATION CONCERNING THE <br />FUNDING, DESIGN AND CONSTRUCTION OF A PEDESTRIAN /BIKE UNDERPASS <br />BENEATH US 36 AT DAVIDSON MESA <br />Mayor Muckle requested a staff presentation. <br />Deputy City Manager Balser explained Resolution No. 30, Series 2013 approves a <br />contract with CDOT for the City to provide 3/4 of the cost of the design and construction <br />for a pedestrian /bike underpass beneath US 36 at Davidson Mesa. This is in connection <br />with the completion of the US 36 Managed Lane /Bus Rapid Transit project, and CDOT <br />will install a concrete culvert underpass beneath US 36 at Davidson Mesa which will <br />provide a pedestrian /bike connection from Davidson Mesa to Marshall Road. The City is <br />contributing $487,500 of the total project cost of $650,000. Boulder County has <br />committed $162,500 in a separate IGA. <br />The US 36 Managed Lane /Bus Rapid Transit project represents the best opportunity to <br />construct a grade separated crossing at this location because the Design -Build Team <br />will be replacing an adjacent irrigation culvert and will have traffic control measures in <br />place to construct the new culvert. CDOT /Concessionaire will be able to use the same <br />traffic control measures in place for the US 36 Managed Lane /Bus Rapid Transit project <br />to construct the multi -use underpass. Staff estimates the cost would be at least <br />2 -3 times more expensive do this independently, outside of the US 36 Managed <br />Lane /Bus Rapid Transit project. <br />Fiscal Impact: $162,500 in 2013, $162,500 in 2014, $162,500 in 2015 from the <br />Conservation Trust Fund. The 2015 contribution is part of the budget amendment <br />before City Council this evening. The 2013 and 2014 budgeted amounts were part of <br />the 2013 CIP. Louisville will continue to pursue Superior's financial participation in the <br />underpass outside of this agreement. Staff recommended the City Council approve <br />Resolution No. 30, Series 2013. <br />COUNCIL COMMENT <br />Council member Loo felt it was a great price and a great project. She inquired about the <br />Town of Superior's participation. Deputy City Manager Balser stated Louisville staff will <br />pursue Superior's financial participation to the underpass outside of this agreement. <br />Mayor Muckle and Council member Jasiak voiced their support for the project. <br />
