City Council <br />Meeting Minutes <br />May 21, 2013 <br />Page 7 of 19 <br />Mayor Pro Tem Dalton stated an indoor shooting range in the Industrial Area is <br />appropriate. He reporting hearing from constituents who are in favor of an indoor <br />shooting range. He voiced his support for the ordinance. Council member Sackett also <br />supported the ordinance. <br />Mayor Muckle asked Police Chief Goodman to respond to the issue of shooting ranges <br />from his professional perspective. Police Chief Goodman stated the Louisville Police <br />Department does not have a relationship or partnership with any indoor shooting range. <br />He did not have any issues either personally or publicly with shooting ranges. He stated <br />sport shooting is not a violent act and recreational shooting is simply recreational. He <br />stated gun sales and owning a gun is not illegal in Colorado. Sport shooting is legal and <br />hunting in Colorado is a multi - million dollar industry. He could not think of any way a <br />bullet could escape an indoor shooting range and endanger the public. <br />Council member Loo reported on constituents who have told her they support an indoor <br />shooting range. She noted Council is voting on the amendment to the ordinance and <br />not an actual indoor shooting range. She felt people will continue to buy guns and this <br />year has been a record year. She would be more comfortable knowing there is a safe <br />facility to educate gun owners on gun safety. She would support the ordinance. <br />Council member Yarnell stated she was not concerned about stray bullets, or violent <br />actions within a facility. She felt Louisville was not the right place for an indoor shooting <br />range. She heard a lot of opposition, but no support for an indoor shooting range in <br />Louisville. She was also concerned over guns in vehicles. <br />Mayor Muckle had not heard a lot of opposition to an indoor shooting range. He agreed <br />with Council member Loo that an indoor shooting range could provide a safe facility to <br />learn about gun safety. He felt it also would be beneficial to the Police Department. <br />Mayor Muckle called for public comment and hearing none closed the public hearing. <br />MOTION: Mayor Muckle moved to continue the second reading of Ordinance No. 1632, <br />Series 2013 to June 4, 2013, seconded by Council member Loo. <br />Council member Keany asked if continuing the vote will delay anything in process. <br />Planning Director Russ stated it would not. <br />VOTE: All were in favor. <br />City Attorney Light clarified the seconding reading of the ordinance would provide for <br />additional public comments. <br />ORDINANCE No. 1633, SERIES 2013 — AN ORDINANCE AMENDING VARIOUS <br />PROVISIONS OF THE LOUISVILLE MUNICIPAL CODE REGARDING WATER AND <br />SEWER TAP FEES AND IRRIGATION TAPS FOR TOWNHOUSE, MULTIFAMILY <br />
