City Council <br /> Meeting Minutes <br /> February 5, 2013 <br /> Page 4 of 7 <br /> have pre-built conduits underneath the patios for future water and power installation and <br /> the Public Works Department is researching getting those services to the patios. <br /> Public Works Director Kowar stated they are looking at some existing services within <br /> buildings in the area; historic underground conduit that may be available and boring to <br /> get those services from the White House (Parks and Recreation Offices), which may <br /> serve portions of Main Street to the south. The goal is to get something in place. <br /> Mayor Muckle was pleased with the patio design. He felt the original planters were <br /> aesthetically pleasing, but also served as safety barriers. He felt the hanging planters <br /> would be more aesthetically pleasing, but was concerned over safety measures. <br /> CIP Manager Trettin stated they are looking at removable bollards as safety barriers. <br /> Planning Director Russ explained traffic concerns occur on the corners of intersections <br /> where traffic is entering. The intent of the previous planters was to slow down the <br /> speed of the traffic along Main Street. He noted the risk of collision in midblock is very <br /> minimal and cautioned against using the bollards midblock. Public Works Director <br /> Kowar stated they are exploring 4-way stops through the Main Street Patio <br /> intersections. He explained patio design incorporates a patio post, which will withstand <br /> an impact. <br /> Council member Sackett stated at the last BRaD meeting, the Committee was told in <br /> order to get the patios in place by May, a decision would have to be made tonight. <br /> Deputy City Manager Balser explained at the BRaD meeting, the patios were discussed <br /> and it was determined the steel design would be more of an impact to the cars that <br /> might hit the patios than persons sitting on the patios. <br /> MOTION: Mayor Pro Tem Dalton moved to approve the Professional Services <br /> Agreement with ECI for an amount not to exceed $205,000 for the fabrication of the <br /> Main Street Patios, seconded by Council member Keany. Roll call vote was taken. The <br /> motion carried by a vote of 6-0. Absent: Council member Yarnell. <br /> RESOLUTION No. 8, SERIES 2013 — A RESOLUTION APPROVING AN <br /> AMENDMENT TO A FINAL SUBDIVISION PLAT AND FINAL PLANNED UNIT <br /> DEVELOPMENT TO ALLOW FOR STEELE RANCH MARKETPLACE — A <br /> COMMERCIAL/RETAIL DEVELOPMENT (continued from 1/08/13) <br /> Mayor Muckle requested a staff presentation. <br /> Planning Director Russ explained the City has received notice from the applicant that <br /> the negotiations for the sale of the property have failed. RMCS LLC submitted a <br /> request for withdrawal. He asked Council to vacate Resolution No. 8, Series 2013. <br /> City Attorney Light explained the applicant does not desire to continue the Council <br /> review process. He suggested the City Council entertain a motion to vacate <br /> consideration of Resolution No. 8, Series 2013. He explained this project already has a <br /> 32 <br />
