FOR UTILITY RATE STUDY <br /> DATE: APRIL 2, 2013 <br /> PRESENTED BY: KURT KOWAR, PUBLIC WORKS DIRECTOR <br /> SUMMARY: <br /> The Public Works Department solicited and received seven proposals for the Utility <br /> Rate Study, which are summarized in the table below. Although Red Oak's proposal is significantly more <br /> expensive, it also is more comprehensive. The price discrepancy was discussed with <br /> Red Oak and their project team believes the level of effort estimated is vital for a <br /> successful project. In summary, the Committee recommends Red Oak's proposal for <br /> the following reasons: <br /> • Team presence, experience, and the depth of knowledge. <br /> • Effective track record with Boulder County communities, including City and <br /> County of Broomfield, City of Boulder and Town of Superior. <br /> • Additional staff dedicated to Utility Task Force meetings. <br /> • Items in scope beyond those found in a typical rate study, such as water bill <br /> frequency analysis by customer class, reclaimed water cost evaluation, analysis <br /> of miscellaneous fees charged by each utility, and others. <br /> • Financial studies are the company's sole business. <br /> CITY COUNCIL COMMUNICATION <br /> 14 <br />
