• SUBJECT: APPROVAL OF AGREEMENT WITH RED OAK CONSULTING FOR UTILITY <br /> RATE STUDY <br /> DATE: APRIL 2, 2013 PAGE 2 OF 2 <br /> • Participant in national financial standards development, such as U.S. <br /> Environmental Protection Agency Revenue Stability Committee, WEF <br /> Wastewater Financing and Charges Task Force, and others. <br /> • Conducted rate study analysis for Town of Superior which would be valuable if <br /> joint services are explored. <br /> • Positive references on Red Oak's previous projects. <br /> This project will produce the first study of its kind conducted for the City and hiring a <br /> team with the highest qualifications and experience is key to guiding the City through <br /> this process. There will be numerous interests affected by the outcomes of this study. <br /> For the reasons outlined above, staff believes Red Oak Consulting is the consultant <br /> best equipped and staffed to conduct a successful project, manage the Utility Rate Task <br /> Force, and respond to legal, equitability, and socioeconomic challenges that will likely <br /> arise as this study proceeds. <br /> RECOMMENDATION: <br /> Staff recommends that Council approve an agreement with Red Oak Consulting <br /> (ARCADIS U.S., Inc.) and authorize the Mayor to execute non-substantive changes to <br /> the agreement if necessary. <br /> ATTACHMENT(S): <br /> 1.
