• SUBJECT: 2012 COMPREHENSIVE PLAN UPDATE <br /> DATE: APRIL 2, 2013 PAGE 6 OF 7 <br /> course of 18 months, 60 stakeholder and community meetings and public hearings were <br /> held to guide the creation of the Comprehensive Plan. <br /> The Plan Update was developed by City staff following a five-phase process of Desire, <br /> Discovery, Design, Discussion, and Documentation. The first phase of work, Desire, <br /> focused on updating the City's Vision Statement and corresponding Core Community <br /> Values to guide the entire process. The second phase, Discovery, allowed City staff and <br /> its consultants to discover the functioning of the community, its economic variables, <br /> physical characteristics, and regulatory framework. The third phase, Design, brought the <br /> Planning team and the community together to draft specific alternative physical <br /> framework options for consideration. The fourth phase of work, Discussion, allowed City <br /> staff to test and refine each alternative and facilitate a community dialog to identify a <br /> preferred framework plan which best represents the City's Vision Statement and Core <br /> Community Values. The complete study is included <br /> as an attachment to this report. Based on its analysis, Tischler Bise concludes <br /> complete build-out of the framework plan would produce a positive fiscal return to the <br /> City. <br /> However, over the next 20 years market conditions will likely limit development to only a <br /> portion of the build-out scenario. Tischler Bise analyzed the fiscal impact to the City of <br /> likely development, with adjustments to the fiscal model to account for infill development <br /> and development in the Urban Renewal Area. Infill development produces less <br /> incremental cost to the City than greenfield development in some operational and <br /> CITY COUNCIL COMMUNICATION <br />
