• SUBJECT: 2012 COMPREHENSIVE PLAN UPDATE DATE: APRIL 2, 2013 PAGE 7 OF 7 capital categories because there is already some cost associated with serving the prior use. The 20 year market analysis indicates annual operating revenue from the new development would exceed expenditures by about $130,000 and annual capital revenue would exceed expenditures by about $140,000. At the Comprehensive Plan level, land use projections should show neutral or positive fiscal returns. As development occurs, adjustments will be made through the annual budgeting process to ensure fiscal health. It is important to note this analysis is based on current market trends and one possible build-out scenario; actual results may vary. The Principles and Policies section of the Comprehensive Plan include numerous specific items that will require staff time, capital funding and other resources to implement. Accordingly, funding to fulfill these principles and policies will have to be incorporated into the City's annual budget. PLANNING COMMISSION ACTION Planning Commission held three separate public hearings to discuss the draft of the 2012 Comprehensive Plan, on January 24, February 28, and March 14, 2013. At each meeting, the Commission reviewed new sections of the draft and made recommendations on content and language. Those recommendations were incorporated into the document and presented at the following meeting. At the March 14 hearing, Planning Commission made final recommendations before passing a resolution by a 5-0 vote recommending City Council approve the 2012 Comprehensive Plan Update. RECOMENDATION Staff requests City Council review the Draft 2012 Comprehensive Plan Update, discuss its content, and provide direction to staff during the April 2, 2013 Council meeting. Staff and the fiscal and economic consultant (Tischler Bise) will be at the meeting to answer questions about the plan. It is staff's intention to bring the Final Draft of the 2012 Comprehensive Plan update to City Council on April 16th for final review and approval. ATTACHMENTS: 1.
