• SUBJECT: 2012 COMPREHENSIVE PLAN UPDATE <br /> DATE: APRIL 2, 2013 PAGE 7 OF 7 <br /> capital categories because there is already some cost associated with serving the prior <br /> use. <br /> The 20 year market analysis indicates annual operating revenue from the new <br /> development would exceed expenditures by about $130,000 and annual capital revenue <br /> would exceed expenditures by about $140,000. At the Comprehensive Plan level, land <br /> use projections should show neutral or positive fiscal returns. As development occurs, <br /> adjustments will be made through the annual budgeting process to ensure fiscal health. <br /> It is important to note this analysis is based on current market trends and one possible <br /> build-out scenario; actual results may vary. <br /> The Principles and Policies section of the Comprehensive Plan include numerous <br /> specific items that will require staff time, capital funding and other resources to <br /> implement. Accordingly, funding to fulfill these principles and policies will have to be <br /> incorporated into the City's annual budget. <br /> PLANNING COMMISSION ACTION <br /> Planning Commission held three separate public hearings to discuss the draft of the <br /> 2012 Comprehensive Plan, on January 24, February 28, and March 14, 2013. At each <br /> meeting, the Commission reviewed new sections of the draft and made <br /> recommendations on content and language. Those recommendations were <br /> incorporated into the document and presented at the following meeting. At the March <br /> 14 hearing, Planning Commission made final recommendations before passing a <br /> resolution by a 5-0 vote recommending City Council approve the 2012 Comprehensive <br /> Plan Update. <br /> RECOMENDATION <br /> Staff requests City Council review the Draft 2012 Comprehensive Plan Update, discuss <br /> its content, and provide direction to staff during the April 2, 2013 Council meeting. Staff <br /> and the fiscal and economic consultant (Tischler Bise) will be at the meeting to answer <br /> questions about the plan. It is staff's intention to bring the Final Draft of the 2012 <br /> Comprehensive Plan update to City Council on April 16th for final review and approval. <br /> ATTACHMENTS: <br /> 1.
