City Council <br />Meeting Minutes <br />June 4, 2013 <br />Page 4 of 10 <br />Mayor Muckle requested a City Attorney introduction. <br />City Attorney Light read Ordinance No. 1632, Series 2013 and noted the amendments. <br />Mayor Muckle opened the public hearing and requested a staff presentation. <br />Planning Director Russ explained the City staff received a request for an amendment to <br />the Louisville Municipal Code (LMC) to permit indoor shooting ranges as a special <br />review use (SRU) in the Industrial (I) zone district. The LMC Use Group #17 currently <br />allows shooting ranges and gun clubs in the Agricultural zone district as an SRU. The <br />intent of the regulation was for outdoor shooting ranges, such as the Rod and Gun Club. <br />Staff compared how other municipalities have zoned indoor shooting ranges. Staff <br />recommended the LMC be amended to allow campgrounds, gun clubs and shooting <br />ranges in Agricultural and Industrial zoning by Special Review Use if City Council is <br />interested in allowing shooting facilities. In all SRU applications a site plan is required <br />and Performance Standards regulate how a proposed business must operate. <br />Performance standards may include: hours of operation; occupancy numbers; security; <br />noise; lighting; event parking, etc. <br />An amendment to the LMC would allow an indoor shooting range to locate within the <br />Colorado Technology Center (Industrial Zone District). Staff believed the intent of Use <br />Group 17 to limit shooting ranges to the A zone district evolved from understanding the <br />security and functional characteristics of uses similar to the former Rod and Gun Club <br />outdoor shooting range. <br />Amendments to Title 9: Section 9.82.010 of the LMC prohibits the discharge of firearms <br />in Louisville except by a law enforcement officer in the performance of duties, or in a <br />situation of self- defense. To allow indoor shooting facilities as a special review use in <br />the Industrial zone district, and to allow the public to use such a facility, it would also be <br />necessary to amend Section 9.82.010 Discharge of Firearms to include "persons <br />discharging such weapons in an indoor shooting facility specifically approved by the City <br />for such purposes ". <br />The Planning Commission reviewed the request and forwarded a recommendation of <br />approval. Staff recommended amending the LMC to exclude outdoor gun clubs and <br />shooting ranges and campgrounds from the Title 17 use groups. Should Council desire <br />to allow indoor shooting facilities to locate in the Industrial zone as a Special Review <br />Use (SRU), staff recommended adopting Ordinance No.1632, Series 2013 amendments <br />to Title 17 and Title 9 related to Indoor Shooting Ranges. <br />PUBLIC COMMENTS <br />Michael Deborski, 601 Pine Street, Louisville, CO addressed family values in Louisville <br />and explained his family has always had membership in the Louisville's Rod and Gun <br />
