City Council <br /> Study Session Summary <br /> June 11,2013 <br /> Page 3 of 3 <br /> Update/Discussion —Comcast Cable Franchise Update <br /> Staff and legal counsel went over the basic regulations and framework in which <br /> the City can negotiate the new franchise with Comcast. <br /> Louisville cannot regulate rates. There was a discussion about what constitutes <br /> Gross Revenues for the purpose of determining the City's fees. Council <br /> members gave feedback on areas of importance for the franchise negotiations. <br /> Mayor Muckle stated that the City should provide public outreach opportunities <br /> for citizens on this issue and any meetings on the topic should be well <br /> advertised. <br /> Update/Discussion — Parks/Open Space Advertising Issues <br /> Joe Stevens, Parks and Recreation Director expressed that Parks is exploring <br /> ways to address dog feces in parks and open space in Louisville. One solution <br /> presented is to partner with private vendors such as one called Poo Free Parks. <br /> The vendor provides, monitors and maintains "pooch" waste stations. There is a <br /> one-time fee of$250 for each station, which includes installation. In exchange, <br /> the vendor is granted permission, subject to City approval, to sell advertising on <br /> the sign. <br /> The advantage of having a private vendor handle this is that it would free up staff <br /> to work on other projects. However, the advertising brings up questions such as: <br /> • What precedence will this set? <br /> • What are the rules for off premise advertising? <br /> • Should the City clarify the sign code? <br /> Discussion followed regarding the general lack of receptacles in which to place <br /> collected waste. Mayor and Councilmembers spoke in general terms of <br /> concerns with advertising in Open Space but suggested it may be suitable in <br /> parks and trailheads. Staff will continue to explore, review and evaluate with <br /> particular attention to advertising, open space impacts and potential <br /> implementation in selected locales with an initial emphasis in parks and perhaps <br /> trailheads. <br /> Public Comments: <br /> Tom Davinroy, Chair of the Open Space Advisory Board (OSAB), was present <br /> and spoke from a personal perspective about cleaner parks and reducing costs. <br /> In informal discussions with OSAB, members were open to exploring this idea. <br /> OSAB will review and make a recommendation regarding the suitability of this <br /> program on open space and at trailheads. <br /> Adjourn— 8.45 pm <br /> Submitted by—Dawn Burgess <br /> June 12, 2013 <br />
