City Council <br />Meeting Minutes <br />July 2, 2013 <br />Page 3 of 22 <br />for the Biella /Menkick property. He explained the City of Louisville disconnected from <br />the City and the Town of Superior annexed into Superior 80 -acres of land south of <br />US 36. This property represents about half of the proposed Superior Town Center <br />project. The Intergovernmental Agreement between Louisville and Superior provides <br />for the development of 250,000 SF of sales tax generating retail space, which Louisville <br />will receive 50% of the sales tax revenue collected. He reported the Council and City <br />staff are aware of the Town Center proposal before the Superior Board of Trustees and <br />are actively pursuing the terms of the Intergovernmental Agreement. The Mayor, City <br />Manager and staff met with their counterparts in the Town of Superior and will continue <br />to meet to ensure Louisville interests are protected. <br />Mayor Muckle announced the 4th of July fireworks will be held at the Coal Creek Golf <br />Course. The festivities will begin at 6:00 p.m. <br />City Manager Fleming explained parking for the Firework show at the golf course is <br />limited, but shuttle buses will be available to take people from the Recreation Center <br />and the Home Depot to the Golf Course. <br />Mayor Muckle addressed Ms. Vogelsberg and Ms. McWilliams concern relative to the <br />downtown events impact on the residential streets and private property. He stated the <br />Council and City staff are acutely aware of the impact to the neighborhoods and are <br />working to address parking and enforcement issues. <br />City Manager Fleming stated next month the City will conduct a parking study to identify <br />parking problems in the downtown area. The study will examine measures to resolve <br />parking issues such as parking structures and parking zones. Next year the City will <br />construct a pedestrian gateway under the railroad track at South Street. This will open <br />up pedestrian traffic to the east and parking at the ball fields. The City is also exploring <br />other options including painting the curbs to restrict parking. <br />Regarding the noise complaints, the City Manager and the Economic Development <br />Director will speak with the restaurateurs and the Downtown Business Association to <br />determine what can be done about the issue. <br />Mayor Pro Tem Dalton stated the Council will look at reserved parking zones as a short- <br />term solution, when the study is completed. <br />CITY MANAGER'S REPORT <br />City Manager Fleming reported there has been a taste and odor issue with the City's <br />water. Some areas of the City are affected more than others. The problem appears to <br />be the water drawn from the South Boulder Creek Water Shed, which may have algae <br />blooms related to the warmer weather. The City will draw water from Carter Lake <br />network to minimize the effects. Long term plans include filtration systems. He noted <br />
