Louisville City Council Meeting <br />April 16, 2002 <br />Page 4 <br /> <br />RESOLUTION NO. 13, SERIES 2002 - A RESOLUTION DECLARING THE <br />CITY COUNCIL'S INTENT TO MAKE FUNDS AVAILABLE IN FUTHERANCE <br />OF HOUSING IMPROVEMENTS IN THE CITY OF LOUISVILLE <br /> <br />Davidson called for Staff presentation. <br /> <br />Assistant to the City Administrator Heather Balser reviewed the Louisville Housing <br />Authorities request of $75,000 to $100,000 for assistance with two projects; financial <br />support from the City to pay for an architect and engineering firm to begin the design and <br />permitting phase for the construction of 3 to 4 apartments at the 520 South Boulder Road <br />property and; financial assistance to hire a design firm to determine the feasibility of <br />rehabilitating the Regal Square Apartments. <br /> <br />Balser stated that the Finance Committee discussed the proposal at their April 1, 2002 <br />meeting and recommends approval with the maximum dollar allocation of $100,000. She <br />explained that the City received $103,000 from the Baseball Stadium District for a rebate <br />of taxes. Those funds were designated for the Louisville Housing Authority in the Capital <br />Projects Funds, but not yet appropriated. The intent is to appropriate these funds from the <br />Capital Projects Funds, complete a structural assessment on Regal Square and design the <br />multi-unit at 520 South Boulder Road, upon receipt of specific cost information from the <br />Louisville Housing Authority regarding these specific projects. She stressed that these <br />funds would not be made available for Boulder County Housing Authority Staff. She <br />stated that Michael Reis, Development Director for the Louisville Housing Authority, <br />would address Council questions. <br /> <br />Davidson stated that when the funds became available many Cities earmarked them for <br />housing. He, along with Council member Sisk recommended the rebate money be <br />earmarked for the Housing Authority. <br /> <br />Keany stated that the resolution addresses structural assessment for Regal Square. He <br />noted that was not accurate, as structural assessments for Regal Square have already been <br />made. He explained that they are now looking at design options to redevelop the <br />property. He suggested changing the language in the resolution to accurately reflect the <br />intent of design options. Keany asked Michael Reis to address the issue of funding the <br />Housing Authority Staff for this project. <br /> <br />Michael Reis, Louisville Housing Authority Development Director, thanked Council for <br />participating and joining in partnership for the next two development projects. He asked <br />that some of the funds be allocated for payment of Staff time for project management. <br /> <br />Brown stated his understanding that the requested funds were intended for design and <br />engineering costs. He asked Reis if there is a request to broaden the allocation to include <br />Staff time. <br /> <br />Reis confirmed that there is a request to include funds for payment of Staff time. <br /> <br />4 <br /> <br /> <br />
