The LRC TIF Agreement terminates 12/31/2014 if improvements <br />are not complete; Agreement is subordinate to prior LRC commitments. The LRC <br />approved the TIF Agreement on July 8, 2013, subject to City Council approval. The <br />Cooperation Agreement must be approved by resolution determining the City's interests <br />in connection with such bonds or other obligations are adequately protected. The <br />Agreement is not an obligation of the City of Louisville. All other agreement with the <br />LRC are superior to this LRC obligation. <br />Economic Development Director DeJong noted the following additional language to <br />Section 2 of Resolution No. 38, Series 2013: "and the City Council determines that the <br />City's interest in connection with the Property Tax Increment Rebate Agreement with <br />Tract One, LLC are adequately protected ". <br />COUNCIL COMMENT <br />Council member Loo inquired about the Louisville Revitalization Commission vote on <br />this Agreement. Economic Development Director DeJong stated the vote was 5 -0, with <br />one abstention. Vice -Chair Hernandez abstained from voting because he conducted <br />the traffic study for the developer. <br />Mayor Muckle explained the Louisville Revitalization Commission is concentrating on <br />the core area and each property funding improvements on the site. He noted there was <br />a previous Business Assistance Package for a business within this core area. <br />MOTION: Council member Jasiak moved to approve Resolution No. 38, Series 2013, <br />seconded by Council member Loo. Roll call vote was taken. The motion carried by a <br />vote of 7 -0. <br />DISCUSSION /DIRECTION /ACTION CITY SERVICES FACILITY LOCATION <br />Mayor Muckle requested a staff presentation. <br />City Manager Fleming explained the City staff is seeking direction on whether the City <br />Council is willing to consider acquiring another site to construct the City Service Facility <br />(CSF), or whether the staff should concentrate only on reconstructing the CSF at the <br />existing site on Empire Road. <br />Capital Projects Manager Trettin explained the CSF is home base for numerous City staff <br />from the Public Works and Parks and Recreation departments. The current facility is old, <br />undersized and creates some safety risks. Staff began to explore other sites in <br />Louisville, which might work better than the existing CSF location. Suitable property large <br />enough is currently very limited. There is one site currently for sale in the Colorado <br />Technology Center (CTC), which might be feasible. <br />This existing site would involve removing the City Service Center buildings on the site <br />and re- grading the entire site to accommodate two new shops and office buildings, as <br />
