The existing wastewater <br />treatment plant (WWTP) facilities would be integrated into the site plan. The pros and <br />cons of each are as follows: <br />Staying at Empire Road site: <br />+ City already owns property; project is fully funded and can proceed now <br />+ Maintains City operations in current location <br />— The site is constrained in many ways (5.4 acres of useable space); this creates <br />safety risks, reduces ongoing operating efficiency and limits future flexibility. <br />— New construction and staging will dramatically reduce operational area and <br />efficiency and will significantly reduce staff efficiency for at least one year <br />? Anticipated reconstruction of wastewater treatment plant may provide more site <br />flexibility or further constrain site <br />Moving to another site: <br />+ Unencumbered site would enable current and future flexibility including <br />addressing unanticipated needs <br />+ New complex can be built while continuing to operate out of the existing Empire <br />site. This minimizes disruption and maintains staff productivity <br />— Requires acquiring another site, taking that site off the tax rolls and limiting <br />business expansion in that location <br />— Added cost and funding constraints would delay project <br />Acquiring a new 8 to 10 acre site at current land prices of around $5.00 per square foot <br />would cost about $1.75 million to $2.2 million, and add this amount to total project costs. <br />City staff attended site visits to comparable facilities in the Denver area, which led all <br />staff involved to conclude before finalizing the design for the existing site, they should <br />further explore relocating the CSF to a larger, Tess encumbered site, which would allow <br />better circulation of equipment and staff and create a safer, more efficient and effective <br />working environment. <br />The CSF is the base of operations for dozens of staff and in some cases their only work <br />space. It must provide adequate space for numerous large vehicles to maneuver, be <br />loaded, worked on and stored. It must also provide efficient access to hundreds of <br />pieces of maintenance and construction equipment, thousands of spare parts and large <br />volumes of materials. The perception shared among staff is the CSF will likely serve as <br />home base for the next 30 to.50 years and perhaps longer. <br />Staff requested Council direction on whether they should explore other potential sites <br />for the CSF or to proceed with design and engineering work needed to construct a new <br />facility on the existing Empire Road site. <br />
