City Council <br />Meeting Minutes <br />July 16, 2013 <br />Page 16 of 25 <br />Mayor Pro Tem Dalton suggested continuing Resolution No. 3, Series 2013 to allow <br />staff to revise the resolution for landmarking prior to sale. Council members Sackett <br />and Keany concurred. <br />Council member Loo asked if the building is landmarked would the general fund be on <br />the hook. City Attorney Light did not feel the Council would be bound by landmarking <br />the grain elevator. <br />Mayor Muckle agreed and felt anything to protect the sight lines would be a reasonable <br />use of historic preservation funds. He requested staff prepare another resolution. <br />Mayor Pro Tem Dalton agreed another resolution should be brought forward, which <br />would outline the exact property line before the land is sold. <br />Council member Keany thought Historic Preservation Funds could be used only for <br />dwellings, but some residential landmarking included other items such as a historic wall. <br />Mayor Muckle stated in most residential landmarking the legal description consisted of <br />the lot. Planning Director Russ confirmed most properties are landmarked by lot, <br />including the one with the retaining wall. <br />PUBLIC COMMENTS <br />Erik Hartronft, Hartronft Associates, 950 Spruce Street, Suite 1A, Louisville, CO, stated <br />they want the building and part of the site landmarked. They have already committed to <br />a conservation easement for a view corridor in the plan they have proposed. He <br />explained it is their goal is to get a legal description. <br />MOTION: Mayor Muckle moved to continue Resolution No. 3, Series 2013 to August 20, <br />2013, seconded by Council member Jasiak. All were in favor. <br />DISCUSSION /DIRECTION /ACTION SOUTH STREET UNDERPASS DESIGN <br />Mayor Muckle requested a staff presentation. <br />Civil Engineer Woodson explained the Public Works Division is requesting Council <br />direction on the South Street Gateway Underpass. The Planning Division worked on <br />the conceptual design for the South Street Gateway Underpass, which will connect the <br />downtown area with the redevelopment area east of the railroad tracts along the <br />Highway 42 Corridor. The Plans advanced to 30% design, which has been found <br />acceptable by the BNSF railroad. The Public Works Division will manage the design <br />for 2013, with construction in 2014. The 30% design is the bridge and some roadway <br />alignments. The 60% design presented to the BNSF railroad must contain everything <br />The City's consultant, Atkins North America (Atkins), based on the conceptual design, <br />developed the design options, which were reviewed by the Louisville Revitalization <br />Commission (LRC) and the public.
