The first architectural option was a contemporary masonry structure and the second, an interpretive steel and masonry structure. The landscape and hardscape options included a formal treatment that had the appearance of being "planned" with the second organic option having more of a "natural" appearance. Atkins and staff developed revised conceptual designs based on comments received. The landscape and hardscape revised option is a "hybrid" between the original formal and organic treatments. Staff believes the revised architectural options, the interpretive steel and masonry structure of Option "B "' will best complement the existing downtown. Staff recommended the City Council direct staff to finalize the 60% design concepts for the South Street Gateway Underpass under design Option "B ". This direction would enable staff and the project team to complete the 60% design for the underpass and proceed with submission to the BNSF. She noted five homes face South Street. One property owner will be impacted by the South Street Gateway. Staff is working with property owner on property access through the alley. COUNCIL COMMENT Council member Loo asked if the materials proposed for the underpass are of brick and flagstone. It was confirmed the materials are of brick and flagstone. She asked if the top part of the bridge was lighted. Planning Director Russ explained it is sandstone, which could be dimly lit. Council member Loo supported the arch and removal of the three -part element. She stated the design is pretty and matches nicely with downtown. Planning Director Russ explained there have been significant changes in the design since it was presented to the LRC. Council member Keany inquired about the height of the pillars. Planning Director Russ stated the pillars are in the 28 — 30' range from Front Street. Council member Keany stated his understanding the tracks will be fenced in each direction as a concession to the BNSF. Planning Director Russ stated a shed on both sides of the track was required, to collect any debris. There was also a standard brick treatment requirement, as well as fencing from Pine and Griffith Street. The shed requirement has been removed. Council member Keany voiced his support for the design. Council member Jasiak supported the brick, which matches the library, but did not like the lighting feature. SUMMARY: Mayor Muckle and City Council supported the design. The City Council congratulated the staff for the design work.
